ORDER OF BUSINESS

 

1.         CALL TO ORDER

2.         ROLL CALL

4.         Public Comment on any issue within the Election Commission’s general jurisdiction.  The Commission will hear specific public comment on each agenda item before consideration of that item. 

5.         Possible Closed Session to confer with counsel.

i.   Discussion and possible action whether to hold Closed Session pursuant to Ralph Brown Act, section 54956.9 and Sunshine Ordinance section 67.10(d).

ii.  CLOSED SESSION: Conference with legal counsel pursuant to Ralph Brown Act section 54956.9 and Sunshine Ordinance section 67.10(d); litigation in the matter of Tammy Haygood’s termination of employment.  Number of possible cases:  1.           

iii. Discussion and possible action re: disclosure of closed session pursuant to Ralph Brown Act section 54957.1 and Sunshine Ordinance section 67.12.

6.         Discussion and possible approval of Election Commission Minutes for:  Commission Meeting held on February 19, 2003.

7.         Officers’ Reports – President Mendelson to report on Department of Fair Employment & Housing complaint referred to the EEOC and Ranked Choice Voting.

8.         Committee Reports – (a) Budget and Policy Committee to make recommendation to the Commission whether to recommend that Board of Supervisors amend the Municipal Elections Code to:

●          conform the Code to recent changes in the Charter;

●          specify the public examination periods for each category of material submitted for publication in the Voter Information Pamphlet;

●          modify the deadlines for delivery of the Voter Information Pamphlet to the post office prior to each general and run-off election;

●          specify language for inclusion in the Voter Information Pamphlet concerning ballot measures which concern the same subject matter and which may have conflicting provisions;

●          explicitly incorporate the State law that applies to local ballot designations;

●          explicitly state the rules concerning ballot printing following the death of a candidate;

●          authorize the Chancellor of the Community College District as well as the Superintendent of the San Francisco Unified School District to nominate a reading specialist for appointment to the Ballot Simplification Committee;

●          eliminate the requirement that the League of Women Voters nominate one appointee to the Ballot Simplification Committee;

●          correct outdated code references;

●          clarify ambiguous language and codify departmental practice;

●          eliminate redundancy; and

●          add subheadings for subsections. 

(b)  Budget and Policy Committee to make recommendation to the Commission whether to recommend that the Board of Supervisors amend the Administrative Code to change the deadline for the Board  to adopt an ordinance to call a bond election and submit a bond measure to the voters, from 99 to 102 days before an election.  This change would make the Administrative Code consistent with Municipal Elections Code section 300(a) (providing the general rule that the Board must submit bond measures no later than 102 days before an election).

10.       New Business – Discussion and possible action regarding whether the Commission should adopt a general policy on the criteria for Elections Department requests for supplemental appropriations that would require the Director to disclose to the Commission and citizenry the full cost of the program for which the Department seeks an appropriation, as well as the specific amount sought by the appropriation.

11.       Public comment on any issue within the Election Commission’s general jurisdiction.
