Minutes of the Meeting Held
Friday, July 19, 2002



I. President Mendelson called the meeting to order at 4:10 pm.

2. COMMISSION MEMBERS WERE PRESENT: Robert Kenealey, Thomas Schulz, Alix Rosenthal, Michael Mendelson, and Brenda Stowers. ABSENT: Richard Shadoian.

3. Flag Salute

4. Public Comment: Peter Fries offered suggestions on the Voter Handbook; Richard Ow expressed the importance of Chinese given names to Chinese candidates.

5, 6, and 7. - The Commission decided not to have closed session.

8. Commissioner Kenealey MOVED to authorize the Acting Director to adopt a new policy concerning the selection of translated or transliterated Chinese names for candidates appearing on the San Francisco ballot. Seconded.

Acting Director Arntz explained the new policy. The DOE would accept what candidates present to the Department. There would be a review period in which the public can see the names and present challenges. The challenges would be examined by the Director, who would ask for substantiation of the name requested. The policy would be added to the candidate’s guide. President Mendelson asked Mr. Arntz to bring the policy to the Tuesday, July 23, 2002 meeting.

RECESS for five minutes.

The proposed Chinese language policy was TABLED to the next meeting of the Commission.

President Mendelson appointed Brenda Stowers President of the Budget Policy Committee.
Public comment. Frederick Hobson asked when and where the next meeting will be held. Peter Fries asked about Korean and Mongolian candidates and the possibility of building into the new policy language to cover these cultures as well.
