REPORTS SUBMITTED APRIL 16, 2003

 

Department of Human Resources:

Ana Borja Valdez reported that recruitment and selection of candidates for classification 0941, Director of Elections, had been completed.  Recruitment began on June 21, 2003.  Anna Marie Monroe reported that a total of nine applications for the position were received, eight applicants met all the requirements and were invited to participate in the examination.  Only five showed up for the examination.

 

The examination was held on March 31, 2003 and April 1, 2003, consisted of a role play exercise, a written exercise and an oral interview.  A three-member panel consisting of three highly qualified elections officials from outside jurisdictions rated the candidates’ responses.  Two candidates failed the exam.  The three successful candidates’ names were posted on the eligible list on Monday, April 14, 2003. 

 

Ms. Monroe explained that scoring of the exam is conducted by obtaining all the “raw scores” and establishing “a passing point”.  From that point the scores are converted to a 700 to 1000 point scale with 700 being the minimum passing score and 1000 being the top score.  Ms. Valdez reminded the group that “minimum” is the same as “acceptable”.   Ms. Monroe said the list is good for six months but, if a request is made, the list can be extended for an additional year.  Ms. Valdez reminded the group that a list must have a minimum of three names and that if a selection is made from this list, the list is then exhausted.  

 

 

Report from the Provisional Director:

 

Director Arntz reported that contract negotiations are progressing.  He and members of his staff met with Supervisor Sandoval regarding the supervisor’s ideas for public information on the project.  Supervisor Sandoval is responsible for presenting the supplemental appropriations for outreach and elections department space.  However, because the DoE staff is spending so much time on ranked choice voting, these same people, who would be researching for space, have been unable to do so.  Even if the DoE had a location tomorrow, the Department couldn’t effectively move in to the location in time for the election.

 

Kim Knox, a member of the public, thanked the Commission and Provisional Director for the work that has been done so far on ranked choice voting.
