4.          Public Comment on matters appearing or not appearing on the agenda which are within the jurisdiction of the Elections Commission. The Commission will hear public comment on each item on the agenda before consideration of that item.

5.          Possible Closed Session to confer with counsel.

i.          Discussion and possible action whether to hold Closed Session pursuant to Ralph Brown Act, section 54956.9 and Sunshine Ordinance section 67.10(d).

ii.          CLOSED SESSION: Conference with legal counsel pursuant to Ralph Brown Act section 54956.9 and Sunshine Ordinance section 67.10 (d); litigation in the matter of Tammy Haygood’s termination of employment. Number of possible cases: 1.

iii.          Discussion and possible action re: disclosure of closed session pursuant to Ralph Brown Act section 54957.1 and Sunshine Ordinance section 67.12.


6.          Discussion and possible approval of Election Commission Minutes for: Special Meeting held September 16, 2002and regular meeting held on September 18, 2002.

i.           Discussion and possible action to approve the Election Plan for
                    the November 5, 2002 election.

9.          New Business

i.          Discussion and possible action on a general Commission policy establishing a year-round staffed Elections Department; further, that such year-round Department staff have civil service status; further, the Director should report to the Commission, regarding structure, civil service status, and other significant factors necessary to create a politically independent, year-round Elections Department within a reasonable time after the last election this year.

ii.          Discussion and possible action to adopt a Public Notification Policy.

iii.          Discussion and possible action to obtain the services of a Parliamentarian.

iv.          Discussion and possible action to adopt a Voter Fraud Policy.


10.          Items For Future Agendas
Commissioners may suggest items for future agendas. Items will be discussed only to the extent to decide whether to put the items on the agenda for a future meeting.

11.          Public comment on matters appearing or not appearing on the agenda that are within the jurisdiction of the Elections Commission.

The Elections Commission meeting will be held in Room 408, City Hall, 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The Commission meeting room is wheelchair accessible.
