Motion: The Elections Commission finds that it is in the best interest of the public (not) to disclose its closed session deliberations regarding the performance evaluation of the Director of Elections and the Commission Acting Secretary.

Materials contained in the Commission packets for meetings are available for inspection and copying  during regular office hours at the Department of Elections, City Hall Room 48.  Materials are placed in the Elections Commission's Public Binder no later than 72 hours prior to meetings.  Any materials distributed to members of the Elections Commission within 72 of the meeting or after the agenda packet has been delivered to the members are available for inspection at the Department of Elections, City Hall Room 48, in the Commission's Public Binder, during normal office hours.

Cell phones, pagers and similar sound-producing electronic devices: The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. The Chair may order the removal from the meeting room of any person responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices.

The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: #42 Downtown Loop, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center. Order of Business

  1. Call to Order  6:04 & Roll Call

Present: President Gerard Gleason, Vice President Jill Rowe, Commissioner Arnold Townsend, Commissioner Rosabella Safont, Commissioner Catalina Ruiz-Healy and Richard Matthews – excused Commissioner Yu. President Gleason announced that Commissioner Yu has been reappointed.

  1. Approval of Minutes:

Vote was taken and was unanimous to approve the Minutes of February 15, 2012.

          

  1. Director’s Report :

 

Director Arntz says that the Administrative Division have been working on Radio Frequency Identification and it is beginning to take frame a pilot is set  for June we have some Vendors lined up, things are beginning to take shape.  The department has been setting up the Budget database which after November we will begin to plug in historical data which is more detailed.   The department has finished with the electronic timesheet this gives us better means of tracking  procedures which helps with how much time a procedure takes and for planning purposes.  Voter services/Distribution the department has been taking a close look at how much time it takes an envelope to pass through our machines, verify a signature and how much time it takes to remove a ballot from an envelope this will all help with staffing appropriately.   Secretary of State will announce that it will have Department of Motor Vehicle (DMV)   registration starting in August it seems that DMV and Secretary of State will match license and Social Security numbers as a cross reference.  Secretary of State  has ask for the longest Pollworker and San Francisco is the winner with a woman name Elise Kennedy she has been a Pollworker for 74 years she is now age 96.  Secretary of State will present her with Association Medallion of Honor, the department  plans to contact the media and get this story out to the media.  Ballot Distribution we have been working on the parking plan.  Campaign Services filing and extensions have both passed their deadlines we have 29 Paid Arguments, 23 Candidates and 18 or 19 for the Board of Supervisors.  Outreach the department will mail 2100 Availability notices using the new census data received from Redistricting consultant at UC Berkeley, Karin McDonald of Statewide Database and Elections Administration Research Center regarding the use of surnames to adjust blocks and determine where we may need to add more bilingual workers.  Community Network we have 2 meetings the first  topic scheduled the first part of April the topic of discussion will be bilingual assistance at polling places the second is to discuss  notices sent to agencies that we are trying to partner with we have mailed  information on what we do here at Elections Department.   Redistricting has a deadline of April 15th, 2012 we will begin on the 16th to draw new lines for the June Election.  Precinct Services The department has received 80 cancellations, this has to be addressed.   Voter Services is working on a petition and have mailed cards informing Non Partisan Voters that they may crossover and vote Democratic or Independent for this election

6.    Litigation Report.

 Discussion regarding All of Us or None et al. v. Bowen et al., California Court of Appeal, first appellate district, case number A134775 (filed March 7, 2012).+

 

Mollie Lee Deputy City Attorney gave a brief update regarding this case number and stated she would be available for questions on an individual basis if anyone had

additional questions.  City Attorney Mollie Lee states that the materials were included in the agenda packets that were mailed to all the Commissioners .  The

ACLU and other groups are filings a lawsuit challenging the Secretary of State’s  Interpretation of certain election codes and constitutional provisions regarding

qualifications to vote.  Questions have been posed in light of the criminal justice realignment act.  The realignment act previously states that anyone convicted of a

felony and sentenced to state prison were disqualified from voting for that period of time.
