  1. Call to Order and Roll Call

    The meeting convened at 2:13 p.m.

    Members present: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick, Ammiano and Schmeltzer.

  2. Approval of Minutes for November 17, 2006. (Discussion and Action Item)

    Public Comment: None

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to approve the minutes of November 17, 2006.

    Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick and Schmeltzer.

    Action: Approved

  3. Election of the chair and vice chair of SF LAFCO for one-year terms. (Discussion and Action Item)

    Public Comment: None.

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to elect Commissioner Ross Mirkarimi as chair and Commissioner Ammiano as vice chair.

    Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick, Ammiano and Schmeltzer.

  4. Request of Commissioner Mirkarimi to request a status report from the Department of Telecommunications and Information Services on its WiFi Project including issues such as the need for a feasibility study, assessing the financial implications, reviewing an inclusionary process and providing for a needs assessment. (Discussion and Action Item) (Continued from November 17, 2006)

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue the item to the Call of the Chair.

  5. Request of Commission Mirkarimi to discuss the concept of peak oil. (Discussion and Possible Action Item) (Continued from November 17, 2006)

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue to the Call of the Chair.

    Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick, Ammiano and Schmeltzer.

  6. Discussion of SF LAFCO's intent to pursue the valuation of the electric transmission and distribution system now owed by Pacific Gas and Electric Company in order to acquire the system to provide long-term savings to electric ratepayers. (Discussion and Possible Action Item) (Continued from November 17, 2006)

    Public Comment: None

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue the item.

    Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick, Ammiano and Schmeltzer.

    Action: Approved

  7. Request of Commission Mirkarimi to hear an update from the Public Utilities Commission on the Green Community Project in Hunter's Point. (Discussion and Possible Action Item) (Continued from November 17, 2006)

    Public Comment: Silvia Johnson

    Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue the item to the Call of the Chair.

    Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick, Ammiano and Schmeltzer.

    Action: Approved

    (Commissioner McGoldrick left the meeting at 3:30 p.m.)

  8. Commissioner Mirkarimi requests a hearing to consider the Trans Bay Cable project's potential impact on the following:

a) Implementation of Community Choice Aggregation;

b) Implementation of other energy initiatives, such as the provision of electric power by the City to new developments;

c) The Electricity Resource Plan, including but not limited to renewable energy resources and demand management measures;

d) Environmental impacts;

  1. e) Environmental justice impacts within and outside the City;
  2. f) Plans for the Central Waterfront land uses.

Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue to the Call of the Chair.

Vote: Ayes: Chairperson Commissioner Mirkarimi, Commissioners McGoldrick and Schmeltzer.

  1. Request of Commissioner Mirkarimi to schedule a training session and to discuss the structure of the training.

Commissioner McGoldrick moved, seconded by Commissioner Schmeltzer, to continue the item to the Call of the Chair.

    Gloria Young, Executive Officer, indicated that according to state law, two budget hearings would need to be scheduled over the next couple of months.

Computers to be used are required to be tested in advance. The presenter should arrive 30 minutes prior to the meeting to connect and test their computer. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

Both the Committee Room (Room 263) and the Legislative Chamber are wheelchair accessible. The closest accessible BART Station is Civic Center, three blocks from City Hall. Accessible MUNI lines serving this location are: #42 Downtown Loop, and the #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro stations at Van Ness and Market and at Civic Center.
