  1. Call to Order and Roll Call

    The meeting convened at 2:14 p.m.

    Members present: Chairperson Mirkarimi, Commissioners Daly and Schmeltzer

    Member excused: Commissioner McGoldrick

  2. Approval of Minutes for June 22, 2007.

    Public Comment: None

    Chairperson Mirkarimi moved, seconded by Commissioner Daly to approve the minutes of June 22, 2007.

    Votes: Ayes: Chairperson Mirkarimi, Commissioners Daly and Schmeltzer

    Action: Approved

    Welcome and Seating of New Member Chris Daly.

    Chairperson Mirkarimi, along with Commissioner Schmeltzer welcomed Commissioner Daly to LAFCO.

    Public Comment: None

  3. Discussion of Appointment of New Public Alternate Member.

    Nancy Miller, Executive Officer, stated that she has not received any applications. Commissioner Daly requested that an application form be sent to this office.

    Public Comment: None

    Chairperson Mirkarimi moved, seconded by Commissioner Daly to continue the item to the call of the chair.

  4. Ratification of Response to Grand Jury on Community Choice Aggregation (CCA)

    Nancy Miller, Executive Officer, reported that a response was sent to the Civil Grand Jury.

    Public Comment: None

    Chairperson Mirkarimi moved, seconded by Commissioner Schmeltzer ratified the matter by a unanimous vote

  5. Status of Release of RFI (SFPUC) (Statutory Deadline for Release was August 17)

    Barbara Hale, Assistant General Manager of Power of SFPUC, reported on the status of the Request for Information (RFI). The deadline for the RFI is November 13, 2007. Ms. Hale indicated that she would continue informing LAFCo on the progress of the RFI.

    Commissioner Mirkarimi stated that he would like to have a work group between the SFPUC, Board of Supervisors and the Mayor's Office regarding this matter.

    Chairperson Mirkarimi moved, seconded by Commissioner Schmeltzer to continue the item to the call of the chair.

  6. Consideration and Approval of Resolution Accepting Role to Monitor and Advise the Board of Supervisors and SFPUC regarding CCA Implementation ("Monitoring Project").

    Nancy Miller, Executive Officer, spoke about the background of the Resolution and submitted proposed amendments.

    Barbara Hale, Assistant General Manager of Power of SFPUC, submitted SFPUC's proposed amendments.

    Public Comment: None

    Commissioner Daly moved, seconded by Chairperson Mirkarimi, to approve the Resolution as amended.

  7. Consideration and Approval of Draft CCA Monitoring Project Budget.

    Nancy Miller, Executive Officer and Rick Galbreath, volunteer staff to Chairperson Mirkarimi, provided explanations on the amended LAFCo budget.

    Commissioner Daly asked the Executive Officer to discuss the draft budget with the Budget Analyst's Office and present a final amended budget to LAFCo at its next meeting.

    Commissioner Daly moved, seconded by Chairperson Mirkarimi, to continue the item to the next meeting.

  8. Consideration and Approval of Amended LAFCo Budget and Request for Executive Officer to Prepare an RFP for a Monitoring Project Consultant.

    Nancy Miller, Executive Officer, spoke on the background of the Resolution and submitted proposed amendments. Rick Galbreath, volunteer staff to Chairperson Mirkarimi, provided explanations to Commissioners on the LAFCo budget.

    Commissioner Daly moved, seconded by Chairperson Mirkarimi, to continue the item to its next meeting.

USING LAPTOP COMPUTERS FOR PRESENTATIONS: Please contact City Hall Media Services at (415) 554-4933 to coordinate the use of laptop computers for presentations at the meeting. Computers to be used are required to be tested in advance. The presenter should arrive 30 minutes prior to the meeting to connect and test their computer. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

Both the Committee Room (Room 263) and the Legislative Chamber are wheelchair accessible. The closest accessible BART Station is Civic Center, three blocks from City Hall. Accessible MUNI lines serving this location are: #42 Downtown Loop, and the #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro stations at Van Ness and Market and at Civic Center.
