The meeting convened at 2:08 p.m.
Members present: Chairperson Mirkarimi, Commissioners Daly (arrived at 2:10 p.m.), Bornstein, McGoldrick and Schmeltzer (arrived at 2:15 p.m.)
- Approval of Minutes for February 22, 2008.
Public Comment: None
Motion made by Chairperson Mirkarimi, seconded by Commissioner Daly to approve minutes for February 22, 2008.
Action: Approved
- Consideration and Approval of Motion to amend Section 1.410 of the LAFCo General Policies and Procedures.
Nancy Miller, Interim Executive Officer, provided a brief summary of the motion to amend Section 1.410 of the LAFCo General Policies and Procedures to the Commission.
Public Comment: None
Motion made by Chairperson Mirkarimi, seconded by Commissioner Daly, to amend Section 1.410 of the LAFCo General Policies and Procedures.
Action: Approved
- Elections of the Chair and Vice Chair of SF LAFCO for one-year terms. (Continued from February 22, 2008)

Motion made by Commissioner Daly, seconded by Commissioner McGoldrick, to elect Chairperson Mirkarimi as the Chair and Commissioner Bornstein as the Vice Chair of SF LAFCo for one-year terms.
Action: Approved
- Consideration and Approval of LAFCo Budget 2008-2009.
Nancy Miller, Interim Executive Officer, spoke on the proposed budget.
Public Comment: None
Motion made by Chairperson Mirkarimi, seconded by Commissioner Schmeltzer, to approve the LAFCo budget for 2008-2009.

- Consideration and Approval of Legal Services Agreement between the SF LAFCo and Miller, Owen & Trost.
Nancy Miller, Interim Executive Officer, spoke on the agreement.

Motion made by Chairperson Mirkarimi, seconded by Commissioner McGoldirick, to approve the Legal Services Agreement between the SF LAFCo and Miller, Owen and Trost.
Action: Approved
- Report from SFPUC on Status of RFQ for Implementation of the CCA Program. (SFPUC Staff)
Barbara Hale, Assistant General Manager for Power, SFPUC, reported on the status of RFQ for implementation of the CCA program.
Public Comment: None
Motion made by Chairperson Mirkarimi, seconded by Commissioner Daly, to continue the item to the call of the Chair.
Action: Approved
- Recommendation for the Selection of a Consultant(s) to perform Monitoring and Advisory Services on Behalf of SF LAFCo in Connection with the CCA Program.
Item #8 and Item #9 were combined.
- Status of Responses to SF LAFCo RFQ and Discussion of Contract Tasks for CCA Advisory Role.
Nancy Miller, Interim Executive Officer and Barbara Hale, Assistant General Manager for Power, SFPUC, reported on the status of the selection of a consultant, the status of responses to SF LAFCo RFQ and the contract tasks for CCA advisory role.
Public Comment: Eric Brooks, urged the Commission to select a consultant as soon as possible.
Motion made by Commissioner Daly, seconded by Commissioner McGoldrick, to schedule a Special LAFCo meeting for Friday, April 4, 2008 at 2:00 p.m. to hear staff's recommendation of a consultant(s) to perform contract tasks in connection with the CCA Program.
Action: Approved
- Hearing on the current solar proposal and how or if it relates to the implementation of the CCA.
Barbara Hale, Assistant General Manager for Power, SFPUC, provided a summary on the status of the Board of Supervisors Ordinance regarding Solar Energy Incentive Program and answered various questions from the Commission.
Public Comment: Eric Brooks, commented on the power purchasing agreement.
Motion made by Chairperson Mirkarimi, seconded by Commissioner Schmeltzer, to continue the item to the call of the Chair.

- Executive Officer Report
Nancy Miller, Interim Executive Officer, reported that she would submit a draft resolution requesting the Clerk of the Board's Office to provide contract monitoring and payment at the April 4, 2008 Special SF LAFCo meeting.

Eric Brooks, spoke on energy related project and his proposal to the Animal Care and Welfare Commission on transitioning the zoo into an animal rescue type center.

Chairperson Mirkarimi requested that SFPUC provide an update to SF LAFCo on the status of the Peaker and its contract on the April 4, 2008 Special SF LAFCo meeting.
Nancy Miller, Interim Executive Officer reported that she would provide an update on the component of the contract for solar that is related to the CCA program on the April 4, 2008 meeting.

Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.
