The meeting convened at 2:14 p.m.

Approval of Minutes for April 4, 2008 and April 25, 2008. (Discussion and Action item)

Motion made by Commissioner McGoldrick, seconded by Commissioner Daly to approve the minutes for April 4, 2008 and April 25, 2008

Presentation from Michael Bell Management Consulting, Inc. on his Draft Report on the CCA Implementation Plan (Reviewing the Responses to the SFPUC Request for Information: Tasks 2 and 3 of the SF LAFCo RFQ) (Discussion and Possible Action item)
Michael Bell, MBMC, Inc. made presentation by phone on his draft report on the CCA Implementation Plan and answered questions from the Commission.
Public Comment: Eric Brooks, urged LAFCo to hire its own consultant.
Motion made by Chairperson Mirkarimi, seconded by Commissioner McGoldrick to accept and send the report prepared by Michael Bell Management Consulting, Inc. to the Board of Supervisors and SFPUC.

Guest Speaker from Marin County on CCA Status. Tim Rosenfeld Director of Marin Energy Management Team (Discussion and Possible Action item)
Dawn Weisz, Principal Planner, Marin County Community Development Agency, made presentation and answered questions from the Commission.
Public Comment: Eric Brooks, made various comments on the presentation.
Motion made by Chairperson Mirkarimi, seconded by Commissioner Bornstein to continue the item to the Call of the Chair.

Barbara Hale, Assistant General Manager for Power, SFPUC, reported on the status of the Peaker and the status of RFQ for Implementation of the CCA Program.
Public Comment: Eric Brooks, expressed his concern with the correspondences he reviewed between SFPUC and CA ISO.
Motion made by Chairperson Mirkarimi, seconded by Commissioner McGoldrick to continue the items to the Call of the Chair.

Executive Officer Report
There is no report.
Commissioner Bornstein inquired about the status of LAFCo's invitation to SFPUC for a joint meeting. Interim Executive Officer reported that she is working with SFPUC on an available date.
Public Comment for Items not on the Agenda
Public Comment: Eric Brooks commented on a piece of legislation sponsored by Commissioner McGoldrick regarding CCA.
Nancy Miller, Interim Executive Officer, reported that there is a clerical error on the staff report for item #5. She indicated that LAFCo was the only Commission that released a Request for Proposals (RFP) to develop marketing and outreach program to promote CCA.

Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

Both the Committee Room (Room 263) and the Legislative Chamber are wheelchair accessible. The closest accessible BART Station is Civic Center, three blocks from City Hall.
