MARCH 28, 2012 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in the Bayview District, Southeast Community Facility, 1800 Oakdale Avenue, San Francisco, at 6:00 p.m., in a Regular Meeting.
PRESENT: Commissioners Marshall, Mazzucco, DeJesus, Chan, Kingsley, Slaughter, Turman
Commissioner Mazzucco welcomed the audience and asked the commissioners to introduce themselves.
Commissioner Mazzucco then introduced Supervisor Malia Cohen who welcomed the audience.

Chief’s Report

Update on significant policing efforts by Department members
Chief Suhr reported on recent events around the Department including recent homicide of five individuals and the arrest of the suspect involved.
Commissioner Mazzucco commended and thanked the officers involved in the case for their action in the quick arrest of the suspect in this case.

Commissioner Chan reported on the Crisis Intervention Training.
COMMISSION ANNOUNCEMENTS
Inspector Monroe announced that the next meeting will be on April 4
th at City Hall.
Commissioner DeJesus asked to meet with the Department to talk about the attrition rate and the upcoming budget presentation and how public safety is keeping up with the growth in population in the city.
Commissioner Slaughter also addressed the issue of attrition.
Commissioner Marshall gave a brief update in regards to the number of disciplinary cases in the Commission’s docket.
CAPTAIN PAUL CHIGNELL, COMMANDING OFFICER OF BAYVIEW STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE BAYVIEW DISTRICT
Captain Chignell addressed the Commission on police activities in the Bayview District. Captain Chignell introduced members of his staff. Captain Chignell then went on to with his presentation regarding the Bayview District.

PUBLIC COMMENT
Nathan Apple, Bayview resident, presented a plaque made by him to Captain Chignell.
Unidentified, Portola resident, asked who he can talk to in regards to using technology to inform the public as to what’s happening in the district.
Francisco Decosta thanked the officers of Bayview District for their work in the Bayview.
Theresa thanked Supervisor Cohen for her leadership and thanked Chief Suhr and Sgt. Hall of the Bayview Station for their work with the community.
Unidentified congratulated Chief Suhr and commended Officer Fitzpatrick and talked about programs for kids in the Bayview.
Unidentified commended the Department for the quick arrest in regards to the homicide of five individuals.
Howard Woo , API and Police Advisory Board member, commended the Chief and the officers of the Department for the arrest of the suspect involved in the homicide of five individuals.
Ellen, SF Community Empowerment Center, asked for resources to be provided to the Bayview community and commended the officers of Bayview.
Sudif, designer, thanked the officers for their service to the community and went on to talk about the challenges of the Department in working with the community.
Elsa spoke in regards to an unsolved homicide case of her son.
Audrey Lan, Bayview resident, talked about how the district and community has changed and thanked Chief Suhr for his work with the community.
Roy Shattucks, resident, talked about the transition in the neighborhood and talked about concerns regarding liquor stores in the area and went on to commend Captain Chignell and his staff for their work with the community.
Espanola Jackson gave a brief history about the height limit to get in to the police department. She asked the Commission for a resolution to help educate young people instead of sending them to community courts.
Chief Suhr requested that the meeting be adjourned in honor of Captain Paul Chignell.
Motion by Commissioner Marshall, second by Commissioner Chan. Approved
