OCTOBER 17, 2012 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in the Southern District, South of Market Recreation Center Auditorium, 270 6
th Street, San Francisco, at 6:07 p.m.
PRESENT: Commissioners Mazzucco, Marshall, DeJesus, Chan, Kingsley, Loftus
ABSENT: Commissioner Turman
Commissioner Mazzucco welcomed the audience and asked the Commissioners to introduce themselves.
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
Chief Suhr reported on recent activities in the department including a recent homicide on Mission Street. The Chief also talked about a recent incident during the 49ers game. The Chief talked about the Tenderloin Station receiving the Safe Passage Award for their district. The Chief then gave a brief update on crime statistics.
b. OCC Director’s Report
- Review of recent activities
Mr. R. Manny Fortes, for Director Hicks, addressed the Commission and described the duties and responsibilities of the Office of Citizen Complaints.

Commissioner Mazzucco commented regarding the reinstatement of Sheriff Mirkirimi and the City’s role in domestic violence cases. The Commission would like a joint meeting with the Commission of the Status of Women as soon as possible to gain confidence back from the community.

A/CAPTAIN STEVEN BALMA, COMMANDING OFFICER OF SOUTHERN STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE SOUTHERN DISTRICT
A/Captain Balma addressed the Commission on police activities in the Southern District and went on to talked about crime statistics and the demographic of the Southern District.
PUBLIC COMMENT
Susan Nelson, co-chair Community Police Advisory Board, commended A/Captain Balma and thanked the Captain for his support.
Unidentified spoke in regards to tasers and that it’s a torture device used for compliance.
Jeremy Miller, Idriss Stelly Foundation, spoke in regards to tasers and deaths due to tasers.
Meesha Irizarry stated the issue of domestic violence should be discussed outside of the Mirkirimi incident. She went on to talk about tasers and information compiled by the task force.
Rebecca, Idriss Stelly Foundation, spoke in opposition of tasers.
Unidentified thanked the A/Captain for his presentation and suggested having more officers than tasers.
Ray, Southern CPAB member, commended A/Captain Balma for his involvement in communicating with the neighbors in the community and nightclubs.
Unidentified spoke in opposition of tasers.
ADJOURNMENT
Motion by Commissioner Chan, second by Commissioner Kingsley. Approved 6-0.
Thereafter, the meeting was adjourned at 8:00 p.m.
