November 28, 2012

NOVEMBER 28, 2012 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in the Richmond District, Roosevelt Middle School, 460 Arguello Street, San Francisco, at 6:10 p.m.
PRESENT: Commissioners Mazzucco, Marshall, Chan, Kingsley
ABSENT: Commissioners DeJesus, Turman, Loftus
Commissioner Mazzucco welcomed the audience and asked the Commissioners to introduce themselves.

ADOPTION OF MINUTES
- For the meetings of August 29th, September 12th, 19th, October 10th, 17th, 24th, and November 7, 2012
Motion by Commissioner Marshall, second by Commissioner Chan to adopt the minutes. Approved 4-0.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report
- Presentation of Certificate of Appreciation
- Review of recent activities
Certificate presentation is put over.
Chief Suhr reported briefly on crime statistics and announced that the Department is currently hiring police officers. The Chief also reported on recent activities around the Department during the past week.

b. OCC Director’s Report
- Review of recent activities
Director Hicks introduced Sr. Investigator Eric Baltazar and went on to address the Commission and the audience and described the duties and responsibilities of the Office of Citizen Complaints.
Commissioner Mazzucco introduced the legislative aide to Supervisor Mar who thanked the Commission and the Richmond District officers for keeping crimes down in the city.

Commissioner Mazzucco announced that the Department is hiring police officers. Commissioner Mazzucco also reported on attending the memorial for Officer Guelff who died in the line of duty.
Commissioner Marshall talked about Youth Apprising from Oakland and stated that Omega Boys Club is participating in a gun buy-back program on December 15th.

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings
Sergeant Kilshaw announced that there will be a joint meeting next week on December 5th, at City Hall, room 250, starting at 5 p.m.
CAPTAIN SHARON FERRIGNO, COMMANDING OFFICER OF SOUTHERN STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE RICHMOND DISTRICT
Captain Sharon Ferrigno addressed the Commission on police activities in the Richmond District and went on to talked about crime statistics and the demographic of the Richmond District.

PUBLIC COMMENT
Vladirmir, 40-year San Francisco resident, spoke in regards to carrying four Olympic Torches. He went on to talk about an officer who he believes to be a racist.
Charlie, Fulton Street resident, spoke in regards to the Outside Lands Concert and concerns about the event. He went on to commend Captain Ferrigno and asked the Chief to keep her at Richmond.
Emil Lawrence discussed concerns about the unsolved murder rate in San Francisco and stated that murderers should not be released because the murders happened so long ago. (documents submitted)
Unidentified, Haight Ashbury resident, discussed an article about Shawn Moffett and how he was thrown out of the Hall of Justice.
Ana, Richmond district resident, would like crime statistics that covers the whole Golden Gate Park.
Paul Fabiano, 9th Avenue resident, commended Captain Ferrigno and spoke about the cost of a permit to close a street to hold a block party and asked why the cost is so high.
Ms. Lynch, 40-year resident of the Richmond District, commended Captain Ferrigno and discussed concerns about traffic and pedestrian safety around Arguello and Geary Boulevard. She went on to discuss concerns about markets around Clement Street blocking the sidewalks with their merchandise and discussed concerns about the lack of enforcement.
Commissioner Mazzucco thanked Captain Ferrigno and the members of the Richmond Station.
ADJOURNMENT
Motion by Commissioner Marshall, second by Commissioner Chan. Approved 4-0.
Thereafter, the meeting was adjourned at 7:30 p.m.
