The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at p.m.
PRESENT: Commissioners Mazzucco, Marshall, DeJesus, Chan, Kingsley, Turman, Loftus
(Commissioners Loftus and Marshall arrived at 5:40 p.m. Commissioner Turman was excused at 8:15 p.m.)
CONSENT CALENDAR
- Request of Officer Mike Mitchell to accept gifts of a ball cap and hooded sweatshirt, from the San Francisco SPCA, for his assistance with the recovery of a stolen dog

RESOLUTION NO. 12-65
APPROVAL OF THE REQUEST OF OFFICER MIKE MITCHELL TO ACCEPT GIFTS OF A BALL CAP AND HOODED SWEATSHIRT, FROM THE SAN FRANCISCO SPCA, FOR HIS ASSISTANCE WITH THE RECOVERY OF A STOLEN DOG
RESOLVED, that the Police Commission hereby approves the request of Officer Mike Mitchell to accept gifts of a ball cap and hooded sweatshirt, from the San Francisco SPCA, for his assistance with the recovery of a stolen dog.

PUBLIC COMMENT
Jakkee Bryson spoke in regards to problems with PG&E and problems with the Department of Building Inspections regarding inadequate lighting and commended Lt. Mark Solomon.
Robert Davis, Bayview Station, spoke in regards to Captain O’Sullivan and further spoke in regards to the 1400 block of Mendel and the calls of service from that block. He stated that he would like city services that does not involve the police but service that will take care of other issues like urination on the sidewalk et cetera. (documents submitted)
Vladimir spoke in regards to actions by an officer towards him.
Marty Halloran, POA Vice President, announced the retirement of Kevin Martin and Steve Johnson. He went on to acknowledge Officer Martin and Mr. Steve Johnson. (letters handed for Commissioners).
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
Chief Suhr gave a brief update regarding crime statistics and spoke in regards to discrepancies in crime stats in regards to domestic violence but the problem has been corrected. The Chief also spoke about the tragedy in Newtown, Connecticut, and went on to commend the teachers and the officers. The Chief also stated that the Active shooting training will be restarted at the Academy.
The Chief talked about the press conference where two officers saved a newborn infant, the gun buy-back program on Saturday, promotions made, and the toy giveaway program.

Commissioner Kingsley reported that she reviewed the DGO 8.10 report and that she had signed off on it.
Commissioner Loftus spoke in regards to the Bayview Officers saving the life of a newborn infant .
d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings
Commissioner Turman announced meetings in regards to less lethal weapon and stated the meetings will be on Jan. 22nd, Hamilton Recreation Center; Feb. 4th, Scottish Rite Center; and, Feb. 11th, Bayview Opera House.
Commissioner Kingsley spoke in regards to the incident in Newtown, Connecticut, and suggested that this Commission focus on gun violence in San Francisco.
Commissioner Mazzucco would like a presentation in regards to gun violence and stated that this meeting will be closed in honor of the victims to gun violence.
Commissioner Chan talked about gun violence legislation reform.
PUBLIC COMMENT
Robert Davis suggested having more gun buy-back and increasing the money for getting the guns back.
Chief Suhr stated that anybody can turn in a gun at any district station.
DISCUSSION AND POSSIBLE ACTION TO RECOMMEND THAT THE BOARD OF SUPERVISORS ADOPT A RESOLUTION AUTHORIZING THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRN IN THE AMOUNT OF $200,000 FROM THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY (CalMA) FOR THE ANTI-HUMAN TRAFFICKING TASK FORCE (HF) PROGRAM
Lieutenant Jean presented the grant for the Anti-Human Trafficking Task Force Program. Inspector Flores also addressed the Commission in regards to the Human Trafficking Unit.

RESOLUTION NO. 12-66
APPROVAL OF THE REQUEST OF THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $200,000 FROM THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY (CalEMA) FOR THE ANTI-HUMAN TRAFFICKING TASK FORCE (HF) PROGRAM
RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to retroactively accept and expend a grant in the amount of $200,000 from the California Emergency Management Agency (CalEMA) for the Anti-Human Trafficking Task Force (HF) Program.

Commissioner Kingsley announced that this meeting will be closed with a few moments to remember the victims of gun violence in Newtown, Connecticut, and to remember the 45 people in the City of San Francisco who died from gun violence in the year 2012. (Moment of silence was observed.)
