MARCH 6, 2013 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.
PRESENT: Commissioners Mazzucco, Marshall, DeJesus, Chan, Kingsley,
ABSENT: Commissioners Turman, Loftus
(Commissioner DeJesus arrived at 5:50 p.m.)
PUBLIC COMMENT (taken out of order)
Jackee Bryson spoke in regards to 75 Dore Street and thanked Sgt. Tad
Yamaguchi for working with her in making the building safer. She went on to talk about
tourists being attacked and to contact Honolulu PD to get ideas.
Clyde spoke in regards to the Police Commission dragging its feet in regards to
getting a vote.
Maria Bailey spoke in regarding to fighting crime and thanked the Commission
and the Department for acting quickly to her request and urged the Department to
continue with hardcore law enforcement. (document submitted)
Elen Soto, Urban Solution project manager, spoke in regards to what’s going on
in the 6th Street corridor and stated that increased foot patrol has made a difference and
stated that they are glad that the 6th Substation is about to open. (document submitted)
Emil Lawrence spoke in regards to the website and stated that George Gascon
did not create Compstat. He went on to talk about a NY Times article regarding cold
blooded murders and investigation of cold cases. (document submitted)
Mr. Avelin stated that it has gotten better on 6th Street but there is still a
problem on public urination and stated that the Health Department should step in.
PRESENTATION OF CERTIFICATES OF APPRECIATION

Chief Suhr presented the certificate to Mr. Asercion. M. Asercion spoke briefly
regarding the Safe Haven Program.
Commissioner Mazzucco and Director Hicks spoke briefly of Chief Investigator
Gallman and presented him with a Certificate of Appreciation. Chief Investigator

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
Chief Suhr spoke in regards to recent activities in the city including an officerinvolved
shooting by the Daly Police Department in San Francisco, an auto burglary of a
police weapon from an unmarked police car which was recovered in Oakland, a 17 year
old who was killed by a drunk driver while crossing Sloat Boulevard, a homicide on
Monday morning on 3rd and Palou, and an officer involved shooting incident. The Chief
announced that there will be a townhall meeting tomorrow night at 6 p.m. at 1600
Oakdale. The Chief also announced that the opening of the Public Safety Hub on 6th
Street will be on Friday.
b. OCC Director’s Report
- Review of recent activities
- Presentation of the OCC’s Monthly Comprehensive Statistical Report and
companion reports for the periods January 1, 2013 through January 31, 2013
and January 1, 2012 through January 31, 2013, Mediation of Complaints in
January 2013 and Adjudication of Sustained Complaints in January 2013
Director Hicks presented the OCC’s Monthly Comprehensive Statistical Report
and companion reports.

Commissioner Mazzucco spoke and commended Captain McEachern for hosting
the meeting last week at St. Vincent De Paul. He went on to commend the Chief and
the Department for all the work they do.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Inspector Monroe announced that there will be a community meeting in the
Mission on March 27th .
Commissioner Mazzucco would like a report regarding robberies of iPhones and
requested inviting someone from Apple to explain how to deactivate phones that have
been stolen and a report regarding patrol specials and how things are going. He asked
Commissioner Chan to help as liaison for patrol specials.
Commissioner Chan asked about DGO 5.05. Chief Suhr stated that the
Department is ready to present the draft to the OCC and the POA.
Commissioner Kingsley would like the scheduling resolution on April 3rd .
PUBLIC COMMENT
Emil Lawrence asked that more advertisement be made for community
meetings.
Mark Cavastani, property management, thanked the Department for the work
they do on a daily basis in the central Market District of San Francisco and asked for
increased police presence.
