JUNE 26, 2013                                                                    REGULAR MEETING

                The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:40 p.m.

               

PRESENT:             Commissioners Mazzucco, Marshall, Chan, Kingsley, Loftus

ABSENT:               Commissioner Turman

 

(Commissioner DeJesus waiting for reappointment at this time.)

 

CONSENT CALENDAR

-              Request for approval to accept donation of $250.00 from the National Cancer Registrars Association for use to purchase needed equipment for the Color Guard Team

                Motion by Commissioner Marshall, second by Commissioner Chan.  Approved 5-0.

-              Document Protocol Quarter Report – 1st Quarter

                Motion by Commissioner Chan, second by Commissioner Marshall, Approved 5-0.

 

RESOLUTION NO. 13-30

 

APPROVAL OF THE REQUEST OF THE CHIEF OF POLICE TO ACCEPT DONATION OF $250.00 FROM THE NATIONAL CANCER REGISTRARS ASSOCATION TO BE USED TO PURCHASE NEEDED EQUIPMENT FOR THE COLOR GUARD TEAM                                         

 

                RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of $250.00 from the National Cancer Registrars Association for use to purchase needed equipment for the Color Guard Team.

 

                AYES:     Commissioners Mazzucco, Marshall, Chan, Kingsley, Loftus

         ABSENT:      Commissioner Turman

               

PUBLIC COMMENT

 

                Paulette Brown showed a brief video in regards to the homicide of her son and homicides in San Francisco and stated that August 14th will be the anniversary of her son’s death and still no closure and asked for help to identify you killed her son.

                Jakkee Bryson asked for help in regards to her landlord who is anti police and asked the commission for some sort of protocol as to what tenants can do when there is something or someone suspicious in the area.

                Emil Lawrence spoke in regards to unsolved murders in the city and staffing shortage in the Department.

               

REPORTS AND ANNOUNCEMENTS

a.            Chief’s Report

-              Review of recent activities

-              Presentation re:  Pedestrian Safety

 

                Chief Suhr spoke in reply to comments by Ms. Brown in regards to the homicide of her son.  The Chief went on to talk about recent homicides in the city.  The Chief then went on to talk about recent home invasion robbery in the Bayview and went on to talk about recent events including the Torch Run, Lateral Graduation, Summer PAL Academy, promotions of lieutenants and sergeants.

 

                Commander Ali, MTA, and Captain Flaherty, Traffic Enforcement, presented the Pedestrian Safety Report.  Irina of SF Safe also addressed the Commission in regards to their partnership with CPAB members on pedestrian safety.

               

b.            OCC Director’s Report

-              Review of recent activities

-              Presentation of the OCC’s Monthly Comprehensive Statistical Report and Companion Reports for the periods January 1 through April 30, 2013 and January 1 through April 30, 2012, Mediation of Complaints in April 2013 and Adjudication of Sustained Complaints in April 2013

-              Presentation of the OCC’s Monthly Comprehensive Statistical Report and Companion Reports for the periods January 1 through May 31, 2013 and January 1 through May 31, 2012, Mediation of Complaints in May 2013 and Adjudication of Sustained Complaints in May 2013

 

                Director Hicks gave a brief report on recent activities including the OCC’s budget.  Director Hicks then presented the April and May 2013 Monthly Comprehensive Reports.

                Commissioner Mazzucco spoke of attending the graduation of the Lateral class last week.  Commissioner Mazzucco also spoke of “Bullitt” Day.

 

                Commissioner Loftus spoke in regards to recent tour of the Crime Lab and thanked Captain Perea and staff of the Crime Lab and her recent ride-along in Northern Station and thanked Lt. Delahunty and the officers that took her on the ride-along.  Commissioner Loftus also spoke in regards to the housing projects in the Bayview.

 

                Commissioner Kingsley spoke in regards to the 20th Anniversary of the 101 California Street shootings on July 1st.  She went on to acknowledge the 130 officers of the Police Department, paramedics, and fire fighters who responded on that day.

 

                Commissioner Mazzucco thanked Commissioner Kingsley for her courage in speaking about the 101 California incident.

 

                Commissioner Chan spoke in regards to recent tour of the Crime Lab.  She also spoke of attending the Crisis Intervention Training.

 

d.            Commission Announcements and scheduling of items identified for consideration at future Commission meetings

               

                Inspector Monroe announced that the District Meeting will be on July 24th in the Taraval.  He also announced that the Awards Ceremony will be on August 28th.

 

PUBLIC COMMENT

                Unidentified spoke in regards to getting into fights and being harassed and how he also feels that he is a victim of a hate crime.

                Emil Lawrence spoke in regards to the presentation by Captain Falvey and spoke in regards to the marketing of the Police Commission.

                Unidentified in regards to pursuit driving and American Express.

                Jakkee Bryson appreciated the Pedestrian Safety presentation and spoke in regards to bicyclist who are not stopping for pedestrians.

ADOPTION OF REVISED DEPARTMENT GENERAL ORDER 5.05, “RESPONSE AND PURSUIT DRIVING”

 

                RESOLVED, that the Police Commission hereby approves to adopt revised Department General Order 5.05, “Response and Pursuit Driving,” draft dated 5/22/13.

         ABSENT:      Commissioner Turman

                Motion by Commissioner Chan to adjourn the meeting in honor of the Supreme Court’s ruling to strike down DOMA.

 

                Motion by Commissioner Mazzucco to adjourn the meeting in honor of Jack Berman, husband of Commissioner Kingsley.

 

                Second by Commissioner Marshall.   Approved 5-0.

 

                Thereafter, the meeting was adjourned at 9:00 p.m. in honor of the Supreme Court’s decision to strike down DOMA, and in honor of Jack Berman.
