AUGUST 28, 2013 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in the
Central District, Gordon J. Lau Elementary School, 950 Clay Street, San Francisco, at 6:10
p.m.
PRESENT: Commissioners Mazzucco, Turman, DeJesus, Chan, Kingsley, Loftus
ABSENT: Commissioner Marshall
CONSENT CALENDAR
- Request of the Chief of Police to accept donation of twelve (12) child car seats
of different sizes, from Mr. Richard Woo of Citikids, valued at approximately
$2900, to used for the Child Safety Seat Certification courses
(Resolution 40-13)
- Request of the Chief of Police to accept donation of three (3) canine vehicle
heat sensor and alarm systems, from "Cover Your K9," valued at
approximately $6,000.00, to be installed in three (3) Canine Unit cars
(Resolution 41-13)
- Request of Officer Matthew Lobre to accept gift of two (2) Giants tickets, from
Mr. Frank Evans, valued at approximately $100.00, in appreciation of Officer
Lobre’s act of heroism in saving the life of his 91-year old mother
(Resolution 42-13)
Motion by Commissioner Chan, second by Commissioner Kingsley. Approved 6-
0.
Commissioner Mazzucco welcomed the audience and asked the Commissioners
to introduce themselves.
PRESENTATION OF CERTIFICATE OF APPRECIATION
Captain Tom presented the Certificates of Appreciation to Mr. Derek Douville,
Ms. Glory Ayath, and Mr. Richard Ho for their help during a robbery incident.
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
Chief Suhr addressed the audience and talked about the death of Deputy Chief
Tabak and Chief Murphy. Chief Suhr asked for a moment of silence for two great Chiefs.
Chief Suhr then talked about the Active Shooter’s Seminar held at the Scottish Rites
Auditorium. The Chief also talked about the Mayor’s Backpack giveaway, recent
promotions of 55 sergeants, the promotional ceremony, and the upcoming academy
graduation on Friday. The Chief also gave a brief update on crime statistics.
b. OCC Director’s Report
- Review of recent activities
Mr. Eric Baltazar, Deputy Director, present for Director Hicks, addressed the
audience and went on to describe the duties and responsibilities of the OCC.

Commissioner Chan reported regarding the Patrol Special report.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
- Assignment of disciplinary charges filed against Patrol Special Officer Scott
Hart, File No. ALW IAD Case No. 2012-0575, to an individual Commissioner for
the taking of evidence on a date to be determined by the Commissioner
(Resolution 43-13)
- Assignment of disciplinary charges filed against Patrol Special Officer Todd
Hart, File No. ALW IAD Case No. 2012-0575, to an individual Commissioner for
the taking of evidence on a date to be determined by the Commissioner
(Resolution 44-13)
Both cases are assigned to Commissioner Loftus.
Inspector Monroe announced that on September 4th will be the Awards
Ceremony to be held at the Legion of Honor, starting at 6:00 p.m.
CAPTAIN GARRET TOM, COMMANDING OFFICER OF CENTRAL STATION, TO ADDRESS
THE COMMISSION ON POLICE ACTIVITIES IN THE CENTRAL DISTRICT
Captain Tom addressed the Commission and the audience on police activities in
the Central District and went on to talked about the overview of Central District, crime
statistics and the demographics of the Central District.
Assistant District Attorney Marisa Rodriguez also addressed the audience and
talked about the Neighborhood Court Program.
Dr. Dennis Chew, Principal Gordon J. Lau Elementary School, addressed the
audience.
PUBLIC COMMENT
Malcolm Young commended Captain Tom for his work with the community.
Mr. Chin, Chinatown Community for Better Parks and Recreation, spoke in
regards to open space.
Unidentified spoke in regards to an incident on February 23rd where he was
stopped by eight officers with guns drawn on him and questioned regarding
involvement with a shooting incident and the stress and anxiety caused by this incident
and being put on light duty for work.
David Overhood, CPAB, lower Nob Hill resident, spoke in regards to crime due to
over burden of liquor licenses.
Unidentified, through interpreter, spoke in regards to being prevented in
meeting the consul and not being allowed entry.
Derek Swan addressed the Commission in regards to quality of life issues and
urination in Washington Square Park and homelessness and asked for help to work with
the DA, Board of Supervisors, and the Department.
Mike, Central CPAB, talked about what the group is doing in regards to the
Broadway Corridor and prostitution.
John Boseman, Building Owners of SF, commended Captain Tom for his monthly
update of information.
Unidentified brought with her eight seniors and thanked Captain Tom for his
work with the elderly in the community. She also commended Chief Suhr for going to
the senior centers and visiting with the seniors.
Robert Garcia, President Save our Streets Tenants & Merchants Association,
spoke in regards to prostitution on Polk and Hyde Streets and massage parlors and
asked for more patrol officers.
Jane Chan, Wok Shop, thanked all the officers and Captain Tom and asked for
more officers but discussed concerns in regards to shoplifting.
Richard, Chinatown resident and CPAB member, spoke in regards to historical
buildings around Chinatown and discussed concerns regarding graffiti and the use of
high tech paint that store owners are having a hard time painting over.
Lou Cuhnio, Fisherman’s Wharf Community District, commended Captain Tom
and the Central District officers for their help in talking to seniors on how to protect
themselves.
Emil Lawrence, 44 year SF resident, spoke on how he has been beaten up by
officers but he is still a big supporter of Chief Suhr. He spoke further in regards to OCC
and illegal taxicabs from out of town.
Mason Leung, SF Safe, commended Captain Tom for his enthusiasm.
Gregory Leslie, Director of Security in the Central District, commended Captain
Tom for being responsive to his email and phone calls.
Stephanie Greenberg, CPAB member, spoke in regards to the Broadway Corridor
and suggested the use of 960s and reserve officers to help with the staffing shortage.
She went on to talk about issuance of liquor licenses around the Broadway Corridor and
spoke in regards to security around parking lots.
Deputy Chief Shinn addressed the audience in regards to concerns raised by the
community.
ADJOURNMENT
Motion by Commissioner Loftus, second by Commissioner DeJesus. Approved
6-0.
Thereafter, the meeting was adjourned at 8:50 p.m.
