SEPTEMBER 11, 2013 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in Room

400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at p.m.

PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Chan, Kingsley,

Loftus

(Commissioner Kingsley arrived at 5:50 p.m.)

Commissioner Mazzucco asked for a moment of silence in honor of the police

officers and fire fighters who died in 911 and in honor Officer Norman Rice of SFPD who

recently passed away.

Presentation of Certificate of Appreciation

Captain Lum presented the Certificate of Appreciation to Mr. William Barnikel.

Supervisor Tang presented Mr. Barnikel with a Certificate of Honor from the

Board of Supervisors.

Assessor Chiu said a few words honoring Mr. Barnikel.

PUBLIC COMMENT

Ms. Paulette Brown spoke in regards to her son’s murder seven years ago and

asked for justice for her son.

Jakkee Bryson spoke of being evicted from her apartment because of calling the

police too much due to drug dealing.

Maria Bailey spoke of how proud she is of the Taraval Police District and

requested plainclothes law enforcement in the Tenderloin District.

Emil Lawrence spoke in regards to the Department awarding a medal to

someone who killed somebody and spoke of an ordinance that the Supervisors are

trying to pass in regards to illegal aliens.

Diane Karpio spoke in regards to a 5150 arrest and the rights of individuals to

due process.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

Chief Suhr gave a brief update including the Academy Graduation, the Medal of

Valor Ceremony, and the Police Fire Mass. The Chief also talked about the rolling out of

cell phones to Operations and Special Operations units.

b. OCC Director’s Report

- Review of recent activities

- Presentation of the OCC’s 2013 2nd Quarter Report

- Presentation of the OCC’s Monthly Comprehensive Statistical Report and

companion reports for the periods January 1, 2013 through August 31, 2013

and January 1, 2012 through August 31, 2012, Mediation of Complaints in

August 2013 and Adjudication of Sustain Complaints in August 2013

Director Hicks spoke of recent activities including attending a resource fair and

then presented the OCC’s 2013 2nd Quarter Report and the August Comprehensive

Statistical Report.

- Commissioners’ Reports

Commissioner Mazzucco reported on the recent graduation, promotional

ceremony, and of attending the Police Fire Mass. Commissioner Mazzucco also spoke of

the recent Medal of Valor Ceremony. Commissioner Mazzucco also spoke of the passing

of Officer Norman Rice.

Commissioner Marshall spoke of the recent Medal of Valor Ceremony and

commended the men and women of the Department.

Commissioner Loftus acknowledged the victims of 911 and thanked the Chief

for his leadership and the officers of the Department. She also spoke of how proud she

was in being able to attend the Medal of Valor Ceremony in honoring those officers.

She also spoke of attending the Police Fire Mass.

Commissioner Chan spoke in regards to voting no on the Medal of Valor and

stated that it was the process that she was concerned about.

Commissioner DeJesus thanked the Chief for the new cell phone technology.

She also asked that a discussion in regards to the medal of valor process.

Commissioner Turman spoke in regards to his concerns about reading a

commissioner’s view in the Chronicle.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that there will be no meeting on September 18th,

and the next meeting will be on September 25th at City Hall, Room 400, starting at 5:30

p.m.

PUBLIC COMMENT

Emil Lawrence discussed the job of the Commission and discussed concerns

regarding the OCC.

DISCUSSION RE: THE STATUS AND COMPLIANCE REPORT ON PATROL SPECIALS

Lieutenant Colleen Fatooh introduced Officer Carla Brown who presented the

Status and Compliance Report on Patrol Specials.

Commissioner Mazzucco to take the responsibility of monitoring Patrol Specials.

Commissioner Chan asked that there be updated version of the charts every

couple of months.

PUBLIC COMMENT

PSO Byard asked that compliance be defined so that the patrol special officers

know what they can and cannot do.

PUBLIC COMMENT ON ALL MATTERS PERTAINING TO CLOSED SESSION

Emil Lawrence discussed concerns regarding closed session.

Commissioner Kingsley. Approved 7-0.

ADJOURNMENT

Commissioner Mazzucco announced that the Commission will adjourn in honor

of Officer Norman Rice, Central Station.

Motion by Commissioner Chan , second by Commissioner Kingsley. Approved 7-

0.

Thereafter, the meeting was adjourned at 8:05 p.m.
