FEBRUARY 26, 2014 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in the Park

District, Grattan Elementary School, 165 Grattan Street, San Francisco, at 6:10 p.m.

PRESENT: Commissioners Mazzucco, Marshall, DeJesus, Chan

ABSENT: Commissioners Turman, Kingsley, Loftus

(Commissioner Chan arrived at 6:15 p.m. Commissioner DeJesus arrived at 6:20 p.m.)

Commissioner Mazzucco welcomed the audience and asked the Commissioners

to introduce themselves.

APPROVAL OF THE MINUTES

- For the meetings of February 5th & 12, 2014

Motion by Commissioner Chan, second by Commissioner Marshall.

Approved 4-0.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

Chief Suhr addressed the audience and updated the Commission on recent

events in the city including crime statistical updates.

b. OCC Director’s Report

- Review of recent activities

Director Hicks addressed the audience and went on to describe the duties and

responsibilities of the OCC.

c. Commission Reports

- Commission President’s Report

- Commissioners’ Reports

No report.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that the next meeting will be on Wednesday,

March 5th , at City Hall, Room 400, at 5:30 p.m.

DISCUSSION AND POSSIBLE ACTION TO RECOMMENTED THAT THE BOARD OF

SUPERVISORS ADOPT A RESOLUTION AUTHORIZING THE CHIEF OF POLICE TO

RETROACTIVELY ACCEPT AND EXPEND A GRANT AUGMENTATION IN THE AMOUNT OF

$71,060 FROM THE GOVERNOR’S OFFICE OF EMERGENCY SERVICES (Cal OES) FOR THE

ANTI-HUMAN TRAFFICKING TASK FORCE (HF) PROGRAM

Motion by Commissioner Kingsley, second by Commissioner Marshall.

Approved 4-0.

RESOLUTION NO. 14-11

APPROVAL OF THE REQUEST OF THE CHIEF OF POLICE TO RECOMMEND THAT THE

BOARD OF SUPERVISORS ADOPT A RESOLUTION AUTHORIZING THE CHIEF OF POLICE

TO RETROACTIVELY ACCEPT AND EXPEND A GRANT AUGMENTATION IN THE AMOUNT

OF $71,060 FROM THE GOVERNOR’S OFFICE OF EMERGENCY SERVICES (Cal OES) FOR

THE ANTI-HUMAN TRAFFICKING TASK FORCE (HF) PROGRAM

RESOLVED, that the Police Commission hereby approves the request of the

Chief of Police to recommend that the Board of Supervisors adopt a resolution

authorizing the Chief of Police to retroactively accept and expend a grant augmentation

in the amount of $71,060 from the Governor’s Office of Emergency Services (Cal OES)

for the Anti-Human Trafficking Task Force (HF) Program.

AYES: Commissioners Mazzucco, Marshall, DeJesus, Chan

ABSENT: Commissioners Turman, Kingsley, Loftus

CAPTAIN GREGORY CORRALES, COMMANDING OFFICER OF PARK STATION, TO

ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE PARK DISTRICT

Captain Corrales described the Park District’s demographics and spoke of police

activities in the Park District.

PUBLIC COMMENT

Isabel Wigg, Buena Vista Park resident, spoke of serious camping situation in

Buena Vista Park and that it is unacceptable and spoke of a petition signed by over 700

residents of the Park District. She asked for more SWAP teams and beat officers around

the park and asked that the number of tickets be reduced to speed up enforcement and

asked the Commission write a letter to the District Attorney. She also asked that

statistics be provided for public access.

Kenneth Upstein, Panhandle, thanked the Park Station for their work in

improving the Panhandle area. He spoke for resources to have officers present year

round.

Eugene, Panhandle, spoke of dirt brought in the Panhandle and asked for more

resources for the Park District for more enforcement and asked that the homeless issue

be addressed and that there be more outreach for the homeless.

Richard Maguire, BBNA, CPAB member, spoke of illegal camping in Buena Vista

Park and thanked Officer Matt Friedman for his leadership and work in setting up the

Safe Bike Program. He asked the Commission to support for more budget for the

Department and Rec & Park. He also went on to commend the Patrol Specials for their

work in the Castro District.

Sharon Noel, Homeless Safe Alliance, spoke in regards to criminalizing the

homeless and how it will not work and stated that more resources are needed for the

community and that issuing tickets will not work.

Motion by Commissioner Kingsley, second by Commissioner Marshall.

Approved 4-0.

Thereafter, the meeting was adjourned at 7:45 p.m.
