APRIL 2, 2014 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:33 p.m.
PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Chan, Loftus
Commissioner Mazzucco announced that the meeting will be adjourned in
honor of Officer J.R. Richards and Officer Alfreddie Steward who passed away recently.
PUBLIC COMMENT
Jakkee Bryson thanked the Commission for having a meeting at the Tenderloin
and apologized for the bad public behavior by other attendees of the meeting and
thanked the Commission and the Chief for their patience.
Tom Silhorst discussed concerns regarding lack of quorum at the last meeting
and spoke of concerns regarding police indictments.
Clyde asked the people relax about the indictments.
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
- Presentation re: Earthquake Safety & Emergency Response Bond
Chief Suhr spoke of Operation Genesis where members of the Department
brought kids to Africa. The Chief announced that there will be a gun buy- back this
weekend at 2630 Bayshore, Saturday, 9 a.m. to 2 p.m.
Samuel Choy, Project Manager, presented the Earthquake Safety & Emergency
Response Bond (ESER).
b. OCC Director’s Report
- Review of recent activities
Director Hicks stated that the OCC was in attendance at the town hall meeting
for the recent OIS incident and that the OCC have received complaints regarding said
incident.

Commissioner Mazzucco has no report.
Commissioner Marshall stated that he hopes to get more guns this weekend.
Commissioner Turman spoke of recent lack of quorum that resulted in a
cancellation of a meeting and explained that the Commission is dedicated to the service
of the people.
Commissioner DeJesus thanked that Tenderloin community for hosting the
Commission and thanked the Tenderloin community for being so gracious.
Commissioner Loftus thanked the Department for inviting the Commission to
the St. Patrick’s Day Parade.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Inspector Monroe announced that next week the Commission will meet at City
Hall and no meeting on the 16th , and in the Southern on the 23rd.
PUBLIC COMMENT
Ms. Paulette Brown spoke on the murder of her son Aubrey Abrakasa, Jr. and
that his birthday is April 6th and asked the public for help and showed the names of
suspects who killed her son.
Chief Suhr announced that the tip line is (415) 575-4444.
Larry Edmund spoke of Willie Brown and Chief Earl Sanders and spoke of living
in SROs and being bullied as an LGBT individual.
Friend of Alejandro Nieto spoke of being at his funeral yesterday and asked for
the officers to be terminated and asked why the funeral was not paid for and that
nobody helped the family.
