AUGUST 6, 2014 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in the Mission District, James Lick Middle School, 1220 Noe Street, in San Francisco, at 6:10 p.m.

PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Loftus, Melara
ABSENT: Commissioner Hwang

Commissioner Mazzucco welcomed the audience and introduced newly appointed Commissioner Sonia Melara. Commissioner Mazzucco then asked the Commissioners to introduce themselves.

APPROVAL OF THE MINUTES
- For the meetings of April 23rd, June 4th, June 11h, June 25h, and July 2, 2014

Motion by Commissioner Marshall, second by Commissioner Loftus. Approved 6-0.

CONSENT CALENDAR
- Request for approval to accept donation of $7,500.00 from Ms. Karen Freeman for the SFPD Mounted Unit
- Request for approval to accept donation of $6,000.00 from the SF Police Officers Association for use by the SFPD Wilderness Program
- Request for approval to accept donation of $4,000.00 from the Supporters of the SFPD’s Wilderness Program, for use by the SFPD Wilderness Program
- Request for approval to accept five canine bullet resistive vests, valued at approximately $7,500.00 from “Cover Your K9,” for the SFPD Canine Unit

Motion by Commissioner Marshall, second by Commissioner Loftus. Approved 6-0.

RESOLUTION NO. 14-35

APPROVAL TO ACCEPT DONATION OF $7,500.00 FROM MS. KAREN FIREMAN FOR THE SFPD MOUNTED UNIT

RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of $7,500.00 from Ms. Karen Fireman for the SFPD Mounted Unit.

APPROVAL TO ACCEPT DONATION OF $6,000.00 FROM THE SF POLICE OFFICERS ASSOCIATION FOR USE BY THE SFPD WILDERNESS PROGRAM

RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of $6,000.00 from the SF Police Officers Association for use by the SFPD Wilderness Program.

APPROVAL TO ACCEPT DONATION OF $4,000.00 FROM THE SUPPORTERS OF THE SFPD’S WILDERNESS PROGRAM FOR USE BY THE SFPD WILDERNESS PROGRAM

RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of $4,000.00 from the Supporters of the SFPD’s Wilderness Program for use by the SFPD Wilderness Program.

APPROVAL TO ACCEPT FIVE CANINE BULLET RESISTIVE VESTS, VALUED AT APPROXIMATELY $7,500.00, FROM THE “COVER YOUR K9,” FOR THE SFPD CANINE UNIT

RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept five canine bullet resistive vests, valued at approximately $7,500.00, from the “Cover Your K9,” for the SFPD Canine Unit.

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities

Chief Suhr addressed the audience and updated the Commission on crime rates including homicides that occurred in June and July. The Chief stated that homicides are down in comparison to past years and that’s due, in part, to the Mayor’s Summer Jobs Program. The Chief also talked about the recent events including the Beyonce & JayZ concerts at AT&T Park and the National Night Out in the different districts around the city.

b. OCC Director’s Report
- Review of recent activities

Director Hicks addressed the audience and explained the duties and responsibilities of the Office of Citizen Complaints. She also introduced Sr. Investigator Ed McMahon who is present at tonight’s meeting.

Commissioner Marshall commended the Mayor’s Office for their work with summer jobs and internships for the young people.

CAPTAIN DANIEL PEREA, COMMANDING OFFICER OF MISSION STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE MISSION DISTRICT

Captain Perea described the Mission District’s demographics and spoke of police activities in the Mission District.

PUBLIC COMMENT

Ms. Paulette Brown spoke in regards to her son who was murdered and discussed the number of unsolved homicides in the city. She suggested that homicide posters be made and playing cards with photos of homicide victims be made and provided to the jails. She asked for closure as her son’s death anniversary is coming up on August 14th.
Juicy Edmunds addressed the Commission and thanked the OCC and the Mission District police officers and went on to thank various community groups in the city.
Jean Alviar thanked the Chief for all the support he has done for the Mission District and went on to commend Captain Perea for his work with the community to make it safe. She went on to acknowledge the Chief for his work to make Garfield Park safe.
John Shepherd, SF Safe, commended Captain Perea for his support. He went on to discuss Safe’s involvement with Neighborhood Watch.
Ryan spoke in support of Patrol Specials.
Unidentified commended Captain Perea for his work as Captain of Mission Station.
Debra, Mission district resident, commended Captain Perea and the officers of Mission Station for doing a great job.

Motion by Commissioner Marshall, second by Commissioner Loftus. Approved 6-0.

PERSONNEL EXCEPTION: Assignment of disciplinary charges filed in Case No. IAD 2013-026 to an individual Commissioner for the taking of evidence on a date to be determined by the Commissioner
