Safety Net Benchmarking

The dashboards below show how San Francisco compares to peer jurisdictions across performance metrics for CalFresh, In-Home Supportive Services, Medi-Cal, CalWORKS, General Assistance, and Child Welfare using both publicly available and survey data. While the Controller’s Office has made efforts to ensure that performance data and analysis is as consistent as possible across peers, benchmark comparisons are not always apples-to-apples. However, benchmarking results provide useful context for the public and policymakers to assess how San Francisco compares to similar peer jurisdictions and to identify areas for further research and awareness.

Social safety net programs are administered at the county level, with funding and oversight through the State of California. Because of this, peers in this section have been filtered down from the larger general peer set to counties in California. How programs are administered can vary from county to county. Data is generally sourced from State datasets when available, supplemented by a survey conducted by the Controller's Office in 2015. Sources for individual metrics are detailed in the Data Notes in each dashboard.
