1. Call for Public Comment. (Time reserved for introduction of guests and general comments by guests).
2. Officers REPORTS:
A. President’s Report; President Stephen Noetzel to present his FINAL REPORT, in anticipation of installation of the new VAC President, after Elections at this meeting.
B. Vice Presidents Report; Vice President Michael Maffei to present his FINAL REPORT as VP.
C. Secretary’s Report; Sec’y Dwane Kennedy to present his FINAL REPORT as Secretary.
3. NEW Business – Election of VAC Officers for 2015 Term.
A. Review of Nominations Secretary to REVIEW Nominations to date:
- For the Office of VAC SECRETARY: Comm. Brendan ROGERS
- For the Office of VAC VICE PRESIDENT: Comm. Dwane KENNEDY
- For the Office of VAC PRESIDENT: Comm. Mike MAFFEI
B. Candidate Statements. All Nominated Candidates will have adequate and equal FLOOR TIME to announce their
‘Platform’, or Administrative Plans, Goals, and Vision for the VAC, if elected. (As there is only ONE Nominee for each of the 3 Executive Board positions, estimated presentation time is 5-mins. for President; 3-mins each for the other 2 positions.)
C . Election. President Noetzel to administer Election of Officers by Written Ballot, for all 3 offices, including description of additional run-off vote procedures in the event of a tie (via ‘Write-in” votes).
Note: Elections are by Public Ballot. President shall appoint neutral individual to read aloud (from individual Ballots, as per the California ‘Brown Act), each individual vote.
D. Installation. As his last act as 2015 President, Comm. Noetzel will verify election results, then preside over formal installation of New Officers, for the 2016 Term, after which the Chair (for the balance of the meeting) will be turned over to the newly elected PRESIDENT.

4. NEW CITY INITIATIVES to address ISSUES OF CHRONIC HOMELESSNESS in S.F. including Homeless Veterans. President to introduce (guest) Supervisor MARK FARRELL, who will make a presentation and engage in discussion.
5. 2015 ANNUAL REPORT. Formal Presentation of final DRAFT of the Report as written by V.P. Maffei. This is a Potential Action Item for Adoption and Ratification of the Annual Report.
6. Goals and Plans for 2016 Administrative Year
Newly elected Commission President to preside over Open Discussion Goals and Plans for the Commission for the 2016 term. No specific ACTION is anticipated at this point however each Commissioner will be asked to present their individual ideas on what they would like the Commission to concentrate on and hopefully accomplish, in 2016.
7. Veterans Related LEGISLATION. (Commissioners invited to present/discuss recent developments in this area) 8. WAR MEMORIAL VETERANS BUILDING (Commissioners invited to present/discuss recent developments in this area)
9. ANNOUNCEMENTS: Floor opened for short announcements of veteran related events and/or activities.
10. Honors Report and Moment of Silence: In memory of American Armed Service members who have made the ultimate sacrifice in all wars and conflicts, plus the passing of homeless veterans and veterans who died while waiting approval of benefits requests and suicides within the veterans and armed services community.

General Meetings of the VAC are scheduled for 6:00pm (on) the SECOND TUESDAY of every month, (with rare exception), and are generally held in ROOM 416 in CITY HALL
MEETING CONFIRMATION, and Specific Announcement of General Meetings are made via public Posting of MEETING AGENDAS as required by law, some 72 hours prior to scheduled meetings. Agendas for Commission Meetings (and archive of Meeting Minutes) are available on the VAC Pages of the City of San Francisco WEBSITE, and are also available for Public View and inspection at the (5th Floor)
