City Nonprofit Contracting Task Force

The Board of Supervisors created the City Nonprofit Contracting Task Force through passage of Board Resolution No. 806-01 on October 26, 2001.

The purpose of the Task Force is to review and make recommendations to the Board of Supervisors on improving how the City contracts with non-profit agencies for professional services. The Task Force is to issue their findings in a report to the Board of Supervisors within six months after convening.

The Board of Supervisors will consider the report for actions including but not limited to new ordinances, administrative procedures, and suggested departmental regulations.

The Task Force consists of fourteen members, seven representing city departments with responsibilities for the majority of the City's professional services contracts, and seven representing non-profit health, affordable housing development, and human services providers.

The Task Force held its first meeting on March 28, 2002. In subsequent meetings committees were established to focus on the areas of best practice, master contracts, monitoring, and standardized forms. Unless otherwise noted on the agendas, the Task Force met every other week, and the committees met during the week when the task force did not.

The Task Force submitted their Report to the Board of Supervisors dated September 26, 2002, including three attachments;

The Board of Supervisors approved one of the recommendations by passing Resolution No. 835-02 on December 20, 2002 to extend the task force through June 30, 2003 so that they could finalize their work.

The extended Task Force held their first meeting on February 20. They agreed that each recommendation would be studied for its implementation, fiscal impact and timeline issues. Members also agreed that committees are no longer needed because the task force would act as a whole on all discussions and/or decisions.

The Task Force meets every Wednesday from 10 a.m. to 12 p.m. at various meeting rooms in City Hall. Please click on "Meeting Information" followed by "Full Task Force" for specific meeting agendas and room locations, minutes from previous meetings and supporting documents.

At the April 23, 2003 meeting, the Task Force established a committee to draft a report to the Board of Supervisors detailing its plan to implement the recommendations made in their September 27, 2002 report to the Board of Supervisors. The Implementation Plan Report Committee shall:

  • Meet each Thursday, from 2 p.m. to 4 p.m., in City Hall, Room 82, 1 Dr. Carlton B. Goodlett Place, San Francisco, 94102
  • Provide a status report at each Task Force meeting.
  • Consist of the following Task Force members and interested individuals;
    Eugene Coleman, Mayor's Office of Community Development
    Jim Illig, Project Open Hand
    Tiffany Mock-Goeman, Continuum, Inc.
    Anne Okubo, Department of Public Health
    Judith Stevenson, Baker Places, Inc.
  • Complete a first draft by June 3 for the Task Force to review.
  • Submit a final draft to the Task Force by June 24.

The Task Force approved and submitted their Report to the Board of Supervisors on Resolution No. 835-02, on June 26, 2003.
