City Non-Profit Contracting Task Force
Monitoring Committee
Nonprofit Contracting Taskforce
Monitoring Sub-Committee
6/6/02
Committee elected Tiffany Mock-Goeman chair.
Goals: Make monitoring relationship "less duplicative, more standardized, more targeting"
Concerns about feasibility of changing process. Missing the total representation of agencies could hinder implementation. Previous workshops in the city have not resulted in changes because of different agency needs.
Institutional Change suggestions for the Board of Sups need to be concrete.
Responsibility of multi departments to coordinate with the goals of:
- Reduce redundancy
- Assurance of objectives
- Unified process, goals, measurements, forms, etc.
Could produce a report on system barriers
Change the focus to improving services to clients
Each year sees an increase in the level of bureaucracy
Monitoring CBOS at the lowest common denominator does not work
-Need agreement on process between departments
-Consistency
-Team approach
-OCA could have some high level of oversight, technical support to department monitoring staff
-Improve skill level of monitoring staff
-Centralized training on for department staff on monitoring process
-Reduce the number of monitoring site visits
-Single team monitoring with multiple departments represents or single team monitoring within a single department (ie DPH)
