Call to Order: Having achieved quorum (see Roll Call), the December 2016 meeting of the SFVAC was called to order at 6:02pm, with President Mike Maffei
presiding.
 
Roll Call: In attendance: Commissioners Barnickel, Flaherty, Guy, Jenkins, Joiner, Kennedy, Maffei, Marshall, Miller, Noetzel, Weeby, and Wong.

Absent: Commissioners Jenkins and Dacumos (excused)
City Attorney Snodgrass was in attendance.
 
Approval of Agenda: Motion made by Commissioner Barnickel, Seconded by Commissioner Joiner. All present Commissioners approved the agenda with the
exception of Commissioner Noetzel, who opposed.
 
Approval of Minutes: Motion made by Commissioner Joiner, Seconded by Commissioner Barnickel. All present Commissioners approve.
 
Public Comment:
• Cadet Lopez from USF ROTC, still would like to be our intern
• Shane Kissinger interested in the commission. Navy Vet, works for Swords.
• Steven Noetzel has a concern that the commission president has denied a sitting commissioners request for an agenda item. (Please see the bylaws). He believes that the President is in violation of Commission bylaws re: hiring practices of the County Veteran Service Office, will continue to press issue
• Victor Inzunza, Iraq war Veteran and Swords employee and interested in the SFVAC.
• Gil Sandborn, second meeting, would like to get a sense of what is going on with Veterans in the City and County of SF
• Victor Olivieri, Army Veteran, interested in joining the Commission
 
Executive Reports
President Maffei responded to Commissioner Noetzel’s public comment. He feels that the Commission should not be in the business of getting involved with city
hiring practices. Vice President Kennedy had nothing to report. Secretary Guy noted that the minutes and agenda were posted in a timely manner.
 
 
Agenda Items
 
OLD BUSINESS:
• Social media: Miller and Marshall: LinkedIn: we are not able to establish a presence as we are not an employer. We would need a profile that is over 7 days old, need to have a following, and we are a volunteer outfit and unable to start a working group
• Other social media: Commissioner Marshall handed out data with our followers on Facebook and Twitter. A protocol will be made for our social media presence
 
Nominations for Officers:
Secretary (2nd call): none (Secretary Guy was nominated in November) VP (2nd call): Guy nominates Kennedy, he accepts (Commissioner Miller was
nominated in November)
President (2nd call): Guy nominates Maffei, he accepts (VP Kennedy was nominated in November)
 
NEW BUSINESS:
• Proposal for SFVAC social media presence: tabled until after election
• Review and discussion of SFVAC annual report: it will be emailed because he is ill and can't speak
• Resolution to recognize Wally Levin has been tabled to January
 
LEGISLATION:
• Elder Abuse resolution has been passed, and in June there will be a statewide push
• Prop K was voted down in the November general election and there is a no budget fight for Veterans in the streets.
 
Announcements:
• Wreaths Across America on December 17th will take place at Golden Gate National Cemetery @ 8:30, Presidio at 11
• Grocery Outlet gave Veterans savings cards for $3 off a purchase at the Portola outlet (no alcohol or dairy)
