1 ROLL CALL
Mayor’s Disability Council Members Present: Sergio
Alunan, Vincent Behan, Jim Brune, Michael Kwok, Frank Marone and Damien Pickering.
Absent: Claudia Center, Ed Evans, Viola Jackson,
and August Longo.
Mayor’s Office on Disability: Walter Park, Director;
Susan Mizner, Assistant Director and Jada Jackson, Assistant to the Director.
Co-Chair, Sergio Alunan, called the meeting to order at
1:10 p.m.
2 APPROVAL OF THE AGENDA.
The agenda was approved with the following changes and additions:
· Item #9 was changed from adjournment to Member Requests
for Future Agenda Items.
· Item #10 Correspondence was added.
· Item #11 Comments and Announcements was added.
· Item #12 Public Comment was added.
· Item #13 Adjournment
3 APPROVAL OF THE MINUTES.
The minutes were approved.
4 PUBLIC COMMENT.
· Jim Corrigan complained about cars parked on the
sidewalks on Stanford Street. Mr. Corrigan doesn’t feel that the Department
of Parking and Traffic is doing anything to correct this situation.
5 REPORT FROM THE CO-CHAIR.

6 REPORT FROM THE DIRECTOR.
Walter Park, Director of the Mayor’s Office on Disability
gave a brief report on the following:
· The Council decided to have a short meeting and adjourn
to holiday reception in the Mayor’s Conference Room, Room 201.
· The Mayor’s Office on Disability has produced a CD-ROM
business card that contains a short description of `what the Mayor’s Office
on Disability does’, California codes and drawings of these codes.
Susan Mizner, Assistant Director of Programmatic Accessibility,
discussed:
· The Mayor’s Office is working with the Office of
Emergency Services on a plan for a major disaster in the City.
· In a major disaster, shelters need to be accessible
to all people with disabilities.
· There needs to be architectural accessibility for
people who use wheelchairs, and programmatic accessibility for people who have
hearing, visual or other impairments.
· Before the next Mayor’s Disability Council meeting,
staff from the Mayor’s Office on Disability will be reviewing the Red Cross
training and making comments on it.
· Council members and members of the public are invited
to attend and give their input on this review.
· People interested in participating, call the Mayor’s
Office on Disability at 554-6789.
Richard Skaff, Deputy Director of Physical Accessibility
of the Mayor’s Office on Disability gave a brief description of the Union Square
Improvement Project:
· The Physical Access Committee held a meeting to discuss
the Union Square Improvement Project and no one attended.
· This remodel project of Union Square includes the
areas of the park portion of Union Square, and the garage.
· The garage remodel will include making the entrances
and exist accessible to individuals with high-top vehicles to use this parking
location for the first time.
· The remodeled site of the Union Square Park will
have five accessible entrances out of the seven entrances.
· There will be ramp systems throughout the multi-leveled
plaza that will allow access to all of the levels.
· There will be a restaurant on the East side of the
plaza and a fully accessible Information facility on the West side.
· One of the locations that will not have direct physical
access for people who use wheelchairs are the Stockton and Geary location. This
area is the most extreme in elevation and a ramp could not be placed here.
· There is a proposed water fountain within the path
area. At this point, sound would be played for individuals who have vision disabilities.
· Talking Signs are being proposed to use at each of
the entrances to Union Square and to some the features in the Square.
· There is not a specific contractor at this point.
7 COMMITTEE REPORTS.
REPORT FROM THE EMPLOYMENT COMMITTEE:
Richard Rothman, Chair of the Employment Committee, gave
a summary of the activities of the Employment Committee:
· Staff from the City Attorney’s
Office explained the new Fair Employment Housing Law.
· The December meeting was
cancelled, the next scheduled meeting is January 16th.
· At the January meeting,
discussions will be on the City’s pre-employment application and whether it
violates the Americans with Disabilities Act, setting up a reasonable accommodation
fund for the City, and how Members of the disability community can work in the
Emergency Service.
· The Employment Committee
meets the third Tuesday of every month in City Hall, Room 421 at 4:00 p.m.
REPORT FROM THE PROGRAMMATIC ACCESS COMMITTEE
Damien Pickering, Chair of the Programmatic Access Committee
gave a summary of the activities of the Programmatic Access Committee:
· The Programmatic Access
Committee has been continuing its discussion on the issue of the accessibility
of the contracting process in the City.
· As a result of these discussions,
Susan Mizner has met with the Purchasing Department to discuss disability-specific
language in the RFP and contracting process.
· The Committee is drafting
some recommended language to present to the Council for consideration that would
provide further clarifications of what disability access is and can be to raise
the awareness of entities that are seeking to do business with the City.
· The Programmatic Access Committee meets at the Rose
Resnick Lighthouse, 214 Van Ness Avenue, on the first Friday of each month at
1:30 p.m.
8 NOMINATIONS FOR CO-CHAIR
Vincent Behan was nominated for the Co-Chair seat. The position
of Co-Chair will be voted on by the Council at the January meeting.
9 MEMBER REQUESTS FOR FUTURE AGENDA ITEMS.
Frank Marone requested that on January’s agenda discussions
should be made regarding placing a captioning device on the rear wall.
Mr. Marone wants to add to January’s agenda a discussion
on a policy for requesting the removal of council members who do not attend
at least 70% of the meetings.
Mr. Marone would like to have a formal discussion in January
on making the conference monitors accessible.
Michael Kwok would like to discuss Union Square at a future
meeting.
Mr. Kwok would like to invite the new Board of Supervisors
to attend a future meeting so that they can hear testimony regarding pedestrian
and transportation issues related to people who have a disability,
