RESOLUTION #2012 – 01
MAYOR’S DISABILITY COUNCIL RESOLUTION SUPPORTING PHYSICAL AND PROGRAM ACCESS AT THE AMERICA’S CUP 34 EVENTS

WHEREAS, it is the policy of the City and County of San Francisco to promote full and equal access for all residents and visitors; and

WHEREAS, the Mayor’s Disability Council’s (MDC) mission is to advise the Mayor of San Francisco on disability issues, to work with the Mayor’s Office on Disability (MOD) to ensure compliance with the ADA and state and local disability rights laws, and to provide a public forum to discuss disability issues; and

WHEREAS, the Physical Access Committee (PAC) of the MDC held several duly noticed public meetings about the America’s Cup 34 (AC 34) events, which will take place in San Francisco in August 2012, October 2012, and July through September 2013; and

WHEREAS, these PAC meetings included presentations on and input about elements of AC 34, including the transportation plan known as the People Plan, and physical access and program access; and

WHEREAS, on September 16, 2011, the MDC approved Resolution #2011-01 adopting and conveying disability access recommendations about AC 34, including recommendations about the People Plan that were developed by the PAC with the assistance of MOD; and

WHEREAS, the aforementioned resolution included recommendations to designate two ADA coordinators for AC 34, one for program access and one for architectural access, and to design all permanent and temporary event sites and features to be compliant with the 2010 ADA Accessibility Standards and San Francisco Building Code; and

WHEREAS, at its duly noticed public meeting on July 13, 2012, the PAC met with representatives of the America’s Cup Event Authority (the Event Authority) and the Mayor’s Office with responsibility for AC 34, for a presentation about physical access and program access at AC 34; and

WHEREAS, at the aforementioned meeting, the PAC unanimously approved a motion recommending that the MDC: (a) reaffirm Resolution #2011-01; and (b) adopt a resolution urging the Event Authority and the Mayor’s Office to ensure full and equal physical access and program access to all of the physical spaces, sites, activities, programs and features of the AC 34 events, including:

1. Ensuring that the bleacher seating platform is fully accessible, by constructing a ramp to access the wheelchair accessible spaces (in addition to providing a lift), providing code compliant railings, and providing a sufficient number of comfortable companion seats.

2. Patching and improving the surface condition of the Marina Green parking lot, where many of the AC 34 events will take place.

3. Installing temporary curb ramps around the perimeter of the Marina Green parking lot to provide accessible paths of travel to the event sites and activities.

4. Ensuring that there are accessible paths of travel to all of the sites and activities, such as food, wine tasting, and boat displays, and making certain that each site and activity is physically and programmatically accessible. This includes providing an accessible surface and path of travel for activities that will take place on the grass.

5. Ensuring that there are a sufficient number (at least 10%) of accessible public restrooms (porta potties), and that the equipment chosen includes side transfer space for wheelchairs, and accessible hand washing stations.

6. Creating a detailed map and description of the accessible paths of travel, sites and features, and a detailed description of program access, and making such map and descriptions widely available in various forms and media.

7. Providing trained “ambassadors” on the ground to explain the accessible sites and activities, and guide visitors with disabilities to them.

8. Providing sign language interpretation and, for activities where there are audiovisual screens such as Jumbo-Tron TV’s, captioning.

THEREFORE BE IT RESOLVED that the San Francisco Mayor’s Disability Council hereby adopts the MDC Physical Access Committee’s and public participants’ recommendations, and conveys these through the Mayor’s Office to the America’s Cup Event Authority for their consideration and action.
