Note: First name indicates Member making motion; second name indicates Member seconding motion. All items passed unanimous except as noted.

Roll Call: Present: Cauthen, Comstock: Absent: Parker

1. Approval of minutes of September 12, 2002.

Motion adopted approving minutes. (Cauthen/Comstock) (Parker absent)

2. Complaint of Peter Witt against the Taxi Commission regarding alleged public comment violations.

Public comment from Naomi Little, Executive Director of Taxi Commission stating support of jurisdictional letter as submitted.

Public comment from Peter Warfield regarding time limits on public comment.

Motion adopted accepting jurisdiction of Items 2, 3, 4, 6; not jurisdiction of Items 1, 5, 7 of jurisdictional letter submitted by the Deputy City Attorney. (Cauthen/Comstock) (Parker absent)

3. Complaint of Peter Warfield against the Public Library regarding failure to obtain records.

Public comment from Peter Warfield in support of his complaint.

Public comment from Edward Olsen, Deputy City Attorney, representing legal counsel for the Library, stating agreement with the jurisdictional letter as submitted.

Motion adopted accepting jurisdictional letter prepared by the Deputy City Attorney. (Comstock/Cauthen) (Parker absent)

4. Report from Deputy City Attorney:

(a) Police Department automated recording regarding request for copies of police reports.

Deputy City Attorney to follow up with a report to the Committee.

(b) Mayor’s Office request for public records.

Edward Olsen, Deputy City Attorney, representing the Mayor’s Office, addressed the Committee suggesting a complaint be filed if there was an alleged violation of the Mayor’s Office. Mr. Olsen will report back to the Committee on the item of redaction after he talks with the Mayor’s Office.

The Committee suggested these types of items be handled by the Compliance and Amendments Committee.

6. Task Force Member items.

Committee to work on updating the Mission and Work Plan.
