1. Approval of minutes of October 10, 2002.
Motion adopted approving minutes. (Comstock/Parker)
2. Complaint of Patrick Monette-Shaw against the Department of Public Health; San Francisco HIV Health Services Planning Council regarding policy on submitting written testimony.
Patrick Monette-Shaw spoke on behalf of his complaint.
Eric Whitney, HIV Health Services Planning Council, spoke in response to the complaint.
Tricia Turner, HIV Health Services Planning Council, spoke in response to the complaint.
Motion adopted accepting no jurisdiction on this complaint and recommending to the HIV Health Services Council that the reword their policy on meeting procedures regarding accepting written public comment; and initiate a petition and communications section on their agendas. (Parker/Comstock)
3. Complaint of Sue Cauthen against San Francisco Public Library for failure to produce records.
Item withdrawn.
4. Complaint Committee Work Plan.
This item continued to the next meeting.

6. Task Force Member items.
Member Parker suggested for next agenda a discussion of abuse of Sunshine Ordinance process.
