Determination of jurisdiction of complaint filed by Christopher Willers against the San Francisco Zoological Society for alleged violation of Sections 67.24 (f) of the Sunshine Ordinance by not providing requested records access.

Motion to recommend jurisdiction of complaint filed by Christopher Willers against the San Francisco Zoological Society for alleged violation of Sections 67.24 (f), and 67.21 (d) and 67.27 of the Sunshine Ordinance by not providing requested records access, and for failure to provide written justification for the withholding of information. Determination of jurisdiction of complaint filed by Joseph Engler against the San Francisco Civil Service Commission for alleged willful refusal to provide requested public documents.

Motion to recommend jurisdiction of complaint filed by Joseph Engler against the San Francisco Civil Service Commission for alleged willful refusal to provide requested documents, while citing attorney-client privilege, and for failure to respond in a timely manner. (Wolfe/Pilpel)

Determination of jurisdiction of complaint filed by Justine Augustine against the San Francisco Animal Care and Control for alleged failure to respond in a timely manner.

Motion to recommend jurisdiction of complaint filed by Justine Augustine against the San Francisco Animal Care and Control for alleged incomplete production of records and failure to respond in a timely manner. (Wolfe/Pilpel)

Administrators Report.

The Administrator noted that a potential complaint by Sue Cauthen was now an official complaint.

Member Pilpel expressed thanks for providing the Potential/Complaint logs, and requested that a column be added to indicate the file number.

Member Pilpel requested that complaint withdrawals be sent to members who received the initial complaint, if there is no undue burden.

Announcements, questions, and future agenda items from the Committee

members.

Member Wolfe indicated that having a manageable number of complaints would minimize having four hour Task Force Meetings.

Chair Cauthen indicated her instructions to the Administrator that if possible to schedule a maximum of three complaints per meeting.

Chair Cauthen requested that Member Comstock be advised that there may be a need to appoint an interim member to sit on the Complaint Committee in November to ensure a quorum, since she’ll need to be recused for an item.

Member Pilpel indicated that when a Department claims that they do not have a record that they should be required to provide a copy of their retention schedule for the next Task Force meeting.
