Determination of jurisdiction of complaint filed by Espanola Jackson against Supervisor Sophie Maxwell for alleged violation of Sections 67.7, 67.7-1, and 67.15 by not giving notice of public meetings or hearings regarding the community impact of the proposed City ordinance.

Motion to recommend jurisdiction of complaint filed by Espanola Jackson against Supervisor Sophie Maxwell for alleged violation of Sections 67.7, 67.7-1, and 67.15 by not giving notice of public meetings or hearings regarding the community impact of the proposed City ordinance. ( Wolfe / Cauthen )

Determination of jurisdiction of complaint filed by Sue Cauthen on behalf of the Telegraph Hill Dwellers Parking & Traffic Committee against the Municipal Transportation Agency for alleged violation of Sections 67.21 and 67.24 of the Sunshine Ordinance by refusing to provide an informal legal opinion to the Municipal Transportation Agency Citizens Advisory Council.

Chair Cauthen appointed member Wolfe as interim Chair.

Motion to recuse Chair Sue Cauthen (Wolfe / Pilpel)

Interim Chair Wolfe returned the meeting over to Chair Cauthen.

Determination of jurisdiction of complaint filed by David Parker against the San Francisco Police Department for alleged violation of Sections 67.21, 67.24, 67.25, 67.26, 67.27, and 67.29-7 of the Sunshine Ordinance for failure to provide pubic records access, to respond in a timely manner, and to justify the withholding of information.

The Chair expressed dissatisfaction with the SFPD for not being present at the hearing.

Discussion regarding City Department’s Index of Records/Records Retention Policy.

Speakers: None

In accordance with Committee consensus the Administrator was requested to provide copies of the Records Retention Policies and Schedules for Municipal Transportation Agency and the Civil Service Commission.

Continued to the December 13, 2005 meeting without objection.

Announcements, questions, and future agenda items from the Committee members.

Member Wolfe asked Deputy City Attorney Llorente to clarify whether language in the two jurisdictional letters were identical, which states "the Task Force has jurisdiction" and "the Task Force does have jurisdiction. DCA Llorente confirmed that they were identical.
