MINUTES

Tuesday, July 11, 2006

Note: Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding persons requested by the Task Force to make presentations.

Approval of minutes of June 13, 2006.

Motion to approve minutes of May 9, 2006. ( Cauthen / Mueller )

Determination of jurisdiction of complaint filed by Kimo Crossman against the Mayors Office for alleged failure to allow public comment during the June 5, 2006 meeting of the Disaster Council.

Speakers: Kimo Crossman, Complainant; Francisco Da Costa in support of the complaint; Jennifer Petrucione, Mayor's Office of Communication

Motion to recommend jurisdiction of complaint filed by Kimo Crossman against the Mayor Newsom for alleged failure to allow public comment during the June 5, 2006 meeting of the Disaster Council. ( Comstock / Wolfe )

Ayes: Cauthen, Wolfe, Comstock

Chair Cauthen, in accordance with committee consensus asked the Administrator to write a letter to the Mayor requesting his presence at the Full Task Force meeting to address this complaint.

Determination of jurisdiction of complaint filed by Kimo Crossman against the Department of Telecommunications and Information Services for alleged failure to provide records, and failure to respond in a timely manner.

Speakers: Kimo Crossman, Complainant

Chair Cauthen, in accordance with committee consensus asked the Administrator to note that no representative of the Department of Telecommunications and Information Services (DTIS) was present, and to write a letter to them indicating that their presence was expected, that the filing of a complaint does not cancel out the request for information, and that they must provide information on an ongoing method when requested.

Motion to recommend jurisdiction of complaint filed by Kimo Crossman against the Department of Telecommunications and Information Services for alleged failure to provide records, and failure to respond in a timely manner. ( Wolfe / Comstock )

Discussion re: Staff Support and Communication.

Speakers: Francisco Da Costa expressed that the Sunshine Task Force can't make progress without proper support; recommends keeping the public informed about Sunshine on the web site or newsletter. Kimo Crossman expressed his displeasure with the Administrator with regards to support and communication with the public.

After some discussion by members of the committee, the Administrator agreed to provide support at future meetings and no future action was taken.

Member Comstock asked the Complaint Committee to consider a new committee procedure of developing a tentative/draft order of determination prior to the full Task Force meeting.

Chair Cauthen suggested that a draft order of determination be discussed and written after the vote on jurisdiction.

Chair Cauthen asked the Administrator to agendize a discussion for the August 8, meeting re: Developing a tentative/draft order of determination for complaints prior to the full Task Force meeting.
