Call to Order: 4:00 p.m.

Approval of December 14, 2010,.regular meeting minutes.

Member Knee, seconded by Member Snyder, moved to approve the December 14, 2010, regular meeting minutes.

Public Comment: None

The motion carried on the following vote:
Ayes: 3 – Snyder, Knee, Washburn
Excused: 1 - Johnson
Absent: 1 - Wolfe

Approval of January 11, 2011, regular meeting minutes.

Member Knee, seconded by Member Washburn, moved to approve the January 11, 2011, regular meeting minutes.

Public Comment: None

The motion carried on the following vote:

Excused: 1 - Johnson
Absent: 1 - Wolfe

Hearing on the status of the November 30, 2010, Order of Determination of Kai Wilson against the North of Market/Tenderloin Community Benefit District.

Heard: Complainant Kai Wilson and Respondent Dina Hilliard of the North of Market/Tenderloin Community Benefit District provided a status report.

Member Knee, seconded by Member Snyder, moved to find that the Order of Determination has been met.

Public Comment: None

The motion carried on the following vote:
Ayes: 3 – Snyder, Knee, Washburn
Excused: 1 - Johnson
Absent: 1 - Wolfe

Hearing on the status of the January 25, 2011 Order of Determination of Dorian Maxwell against the San Francisco Municipal Transportation Agency.

Heard: Complainant Dorian Maxwell was not present. Respondent Cyndia Chambers of the San Francisco Municipal Transportation Agency provided a status report.

Member Knee, seconded by Member Snyder, moved to continue the matter to March 8, 2011, Compliance and Amendments Committee meeting because the Order of Determination has yet to be met.

The motion carried on the following vote:

Excused: 1 - Johnson

Hearing on the status of the January 25, 2011, Order of Determination of Debra Benedict against the Mayor’s Office of Economic & Workforce Development.

Heard: Complainant Debra Benedict and Respondent Myisha Hervey of the Mayor’s Office of Economic & Workforce Development provided a status report.

Member Wolfe was noted arriving at 4:41 p.m.

Member Knee, seconded by Member Washburn moved to refer the matter back to the full Task Force with a recommendation that it be forwarded to the Ethics Commission for disciplinary action because of inaction on the Order of Determination.

Public Comment: Allen Grossman spoke in favor of the motion.

The motion carried on the following vote:
Ayes: 4 – Snyder, Knee, Wolf, Washburn
Excused: 1 - Johnson

Hearing on the status of the January 25, 2011 Order of Determination of William and Robert Clark against the Arts Commission.

Heard: Complainant William Clark and Respondent Julio Mattos of the Arts Commission provided a status report.

Member Knee, seconded by Member Wolfe, moved to refer the matter back to the full Task Force with a recommendation that it be forwarded to the Ethics Commission for disciplinary action because the Order of Determination was not met within the prescribed period.

The motion carried on the following vote:
Ayes: 4 – Snyder, Knee, Wolf, Washburn
Excused: 1 - Johnson

Ethics Commission proposed policy for handling Sunshine-related complaints.

Heard: Member Snyder and Allen Grossman presented their counter-proposal. It was decided to make additional modifications to the draft and to further discuss it at the March 8, 2011, Compliance and Amendments Committee meeting.

Member Snyder was noted leaving at 6:31 p.m.
