COMPLIANCE AND AMENDMENTS COMMITTEE

Call to Order

Roll Call: Present: Knee, Nickliss. Absent: Dogwill

 

Hearing and receiving comments from the community regarding possible amendments to the City/County of San Francisco Sunshine Ordinance (Administrative Code Section 67).

Comments from:

Joseph Story regarding property designations on agendas; having master calendar printed for all public meetings.

Joseph Acosta regarding public meeting agenda standardized as to form.

Marilyn Amini regarding Sunshine Ordinance training for employees; passive meeting bodies.

David Pilpel regarding having 72 hour notice for groups that meet once a week or more than two times a month; five day requirement for groups that meet two times a month; would eliminate 15 day requirement for offsite meetings; have web sites uniform for basic information; have published public information officer; Immediate Disclosure Requirement by close of business but before 4:00 p.m.; language to assist members of the public that is uniform; clerks and public information officers to have separate training and fill out Sunshine Ordinance Declarations; master calendar with standardized format; uniformity in agenda items stating the action; standardized public comment time.

Peter Warfield regarding having three minutes for public comment; would be helpful to have all suggestions of changes to the Sunshine Ordinance; have users guide to the Sunshine Ordinance; clarification of passive meetings; clarification of submittal of 150 word document; documents discussed at a meeting should be readily available to the public; uniformity of agendas; complaint process should be much easier; public information person needs to be more than one person; post Order of Determinations on web site.

Matthew Hirsch regarding use of internet and making all sorts of files available; costs of compiling computer records; making records and meetings of non-profits publicly accessible.
