Call to Order: 5:16 p.m.

Adoption of December 9, 2010, regular meeting minutes.

Member Johnson, seconded by Chair Chan, moved to approve the minutes.

Public Comment: None

The motion carried on the following vote:
Ayes: 2 – Johnson, Chan
Absent: 1 - Manneh

Adoption of January 13, 2011, regular meeting minutes.

Member Johnson, seconded by Chair Chan, moved to approve the minutes.

Public Comment: None

The motion carried on the following vote:
Ayes: 2 – Johnson, Chan
Absent: 1 - Manneh

Hearing on the status of the August 6, 2010, Order of Determination of Barry Taranto against the Municipal Transportation Board.

Item moved to March 10, 2011, meeting.

Public Comment: None

The motion carried without objection.

Hearing on the status of the August 28, 2010, Order of Determination of Thomas Picarello against the SRO Task Force.

Heard: Tomas Picarello gave a status report. Rosemary Bosquin outlined steps the SRO Task Force would take to prevent future violations.

Member Johnson, seconded by Chair Chan, moved to refer the matter back to the Task Force.

Public Comment: None.

The motion carried without objection.

Outreach presentations:

· Chair Chan to contact Matthew Smith of SF Weekly to talk about ideas on outreach and improvements.
  • Member Johnson to make a presentation at the March 7, 2011, Local Homeless Coordinating Board meeting.


Public Comment: Tomas Picarello provided presentation suggestions.



6.


Inviting ethnic media to promote the Sunshine Ordinance.

Chair Chan to contact ethnic media and invite them to the meeting.

Public Comment: Tomas Picarello spoke in support of the decision.



7.


Inviting other Cities and Counties to discuss Sunshine issues.

The Committee discussed and decided to pursue the matter further.

Public Comment: Tomas Picarello spoke in favor and provided suggestions.



8.


Creation of guide for City employees on how to respond to a Sunshine request.

Member Johnson provided a draft of the proposal and said she would refine the quick reference guide.

Public Comment: Tomas Picarello spoke in favor.



9.


Creation of a Facebook page.

The committee discussed the proposal.

Public Comment: Tomas Picarello was not in favor of the proposal.

Item, with specific details, is to be placed on next agenda as an action item for forwarding to the Task Force.

Public comment for items not listed on the agenda: None.



11.


Committee Members’ Comments, Questions, and Requests for Future Agenda Items.

The committee solicited items to be presented to the Feb. 17, 2011, Task Force meeting on the amendments.

Public Comment: Tomas Picarello suggested having the proceedings be televised to increase awareness.

There being no further business, the Education, Outreach and Training Committee adjourned at the hour of 6:21 p.m.
