Call to Order: 4:15 p.m.

Approval of minutes of September 15, 2005.

Discussion regarding the status of the September 27, 2005 Order of Determination of Todd Wallack against the Assessor-Recorder’s Office.

Speakers: Todd Wallack, Complainant, San Francisco Chronicle.

Chair Pilpel asked the Administrator to request that the Assessor-Recorder’s Office provide in writing an explanation as to how the fees were computed and an accounting of how much they charge for other electronic records request.

Presentation regarding Designation of Official News Papers.

Mike Ward, Assistant Director, and Alvester Ellis, Office of Contract Administration gave the presentation.

Outreach to Community Based and Non-Profit Organizations.

Member Williams spoke on Community Based and Non-Profit organizations who receive $250K or more in tax/bid dollars that don’t come under Sunshine. She expressed the need for a list of these entities who are receiving these funds.

Continued discussion re: Annual training per Administrative Code section 67.33

Ernest Llorente, Deputy City Attorney, City Attorney’s Office gave the presentation. He identified Adine Varah as the new training office for Sunshine Training.

Continued discussion of departmental Sunshine training issues.

Ernie Llorente, Deputy City Attorney, City Attorney’s Office, suggested that, as a resource, members review the streaming video that was done by Amy Akerman. *

The committee made several changes. The administrator was instructed to provide at marked copy at the next meeting.

Committee Members’ comments, questions and request for future agenda items.

Chair Pilpel asked the Administrator to be prepared to discuss possible revisions to the web site that is maintained for the Task Force in February 2006.

Chair Pilpel asked the Deputy City Attorney to report on whether there is someone in the City Attorney’s office who can speak on publishing of public notices regarding laws that trigger the notices.

Chair Pilpel asked the Deputy City Attorney to report on whether there are any changes to the Brown Act or State open meetings/public records laws that goes into affect on January 1, 2006.
