Regular Meeting

MINUTES

Thursday, May 11, 2006

4:00 p.m., City Hall, Room 406

Committee Members: David Pilpel, Chair; Marjorie Williams; Bruce Wolfe

Call to Order: The meeting was called to order at 4:10 p.m.

Roll Call: Present: Pilpel, Wolfe

Excused: Williams

Agenda Changes: Items 2 and 3 were taken before Item 1

Administrator: Frank Darby

1.

Review Elections Department information requests, guidelines, and forms

Speakers: Beth Lipski and Giannina Miranda, Elections Department, discussed the release of confidential voter information, request guidelines, and request and comment forms.

Filed without objection.

2.

Further discussion re: closed sessions and the attorney-client privilege

Speakers: Deputy City Attorney Paul Zarefsky discussed the disclosure of closed session discussions, and the attorney-client privilege including who holds the privilege and criteria for waiving the privilege.

Continued without objection to a future meeting.

3.

Discussion re: information stored in electronic vs. printed form

Member Wolfe expressed an interest in holding a well-promoted public hearing on this item at the next meeting. Member Wolfe will identify people to invite and ways to frame the technical questions and discussions.

Chair Pilpel, by consensus of the Committee, indicated that two meetings will be held on this topic: one to address theory and the other technology.

Adoption of Minutes of April 13, 2006

Speakers: None

Motion to adopt minutes of April 13, 2006, as amended. (Wolfe/Pilpel)

5.

Report of the Sunshine Ordinance Task Force Administrator and Deputy City Attorney

There was no report.

Member Wolfe discussed the potential waste associated with the two blank pages that appear in the on-line packet and referenced Proposition 95.

6.

Status of Monitoring and Outreach Efforts

Speakers: None

7.

Update Committee Mission Statement and Work Plan

The Committee discussed and made amendments to the Mission Statement and Work Plan.

Chair Pilpel asked the Administrator to include marked and unmarked versions in the packet for next month's meeting.

8.

Public comment for items not listed on the agenda

Speakers: None

9.

Committee Members' Comments, Questions, and Requests for Future Agenda Items

Chair Pilpel submitted a new Calendar of Future Agenda Items and asked the administrator to not include it with the Committee Mission Statement.

Member Wolfe expressed his interest in addressing the database problem reported by Animal Care and Control with the Department of Telecommunications and Information Services.

Adjournment The meeting was adjourned at 6:00 PM.
