1. Approval of Minutes of June 27, 2000

Approved. (Hogan/Kowalczuk) (Courtney/Ray absent)

2. Election of Chair/Vice Chair

Sue Cauthen withdrew her name for Chair.

Bruce Brugmann nominated Hilda Bernstein for Chair. There were no further nominations. Unanimous vote electing Hilda Bernstein Chair. 

Bruce Brugmann nominated Paul Hogan for Vice Chair. There were no further nominations. Unanimous vote electing Paul Hogan Vice Chair.

3. Report from Rules Committee

--Adoption of By-Laws

Unanimous vote adopting By-Laws as presented.

--Approval of Public Complaint Procedure

Section B. Filing a Petition of Complaint with the SOTF, #10 regarding city attorney assignment was discussed among members.

Motion adopted to sever Item 10 from Section B of the submitted Public Complaint Procedure for further discussion. (Brugmann/Guillory) (Courtney/Ray absent)

Judy Appel to work with Bruce Brugmann to bring back to the Task Force suggestions for further consideration on Item 10.

Motion adopted adopting the Public Complaint Procedure, minus the last sentence of Item 10, as submitted. (Bernstein/Hogan) (Courtney/Ray absent)

--Approval of Task Force Annual Responsibilities & Objectives

Unanimous vote approving Task Force Annual Responsibilities and Objectives as submitted.

--Approval of Public Education & Information Committee Guidelines

Unanimous vote approving the Public Education & Information Committee Guidelines.

4. Report from City Administrator on semi-annual progress of records index

City Administrator Bill Lee presented his first semi-annual report.

Fifty-nine departments/divisions were contacted regarding the City Records Index. All 59 have responded.

General questions from Task Force to Mr. Lee regarding the process.

Rod Loucks from DTIS and Jill Lerner from Administrative Services answered questions of the Task Force.

One public speaker addressed the Task Force regarding the process.

The report was accepted and filed.

5.. Public comment

Gilbert Criswell addressed the Task Force regarding the Democratic Central Committee procedures.

Bruce Brugmann requested this item be placed on a future agenda.

6. Hearings

--Nick Pasquariello: 7-7-00 complaint filed regarding e-mail procedures of Mayor’s Office of Neighborhood Services

Deputy City Attorney Jackie Minor stated Deputy City Attorney Dorji Roberts would give advice to the Task Force on this item because she has given advice to the department.

At this time Bob Planthold left the meeting.

Nick Pasquariello addressed the Task Force regarding his concern of the City’s email policy.

General discussion among the Task Force regarding the email policy.

Chairperson Bernstein appointed a committee of Paul Hogan, Judy Appel, and Dan Guillory to review this item and report back to the Task Force.

Bruce Brugmann recommended the committee talk to representatives from the Mayor’s office and the Planning Department.

This item was continued for discussion to the next meeting.

7. Civil Grand Jury Interim Report and relevance to Task Force

This item was continued to the next meeting.

8. Monthly report from Sunshine Ordinance Task Force Administrator

Monthly report of Administrator Donna Hall received and filed.

Rachel Arnstine reported August 31 would be her last day of employment with the City/County of San Francisco.

The meeting adjourned at 6:00 p.m. in honor of Rachel Arnstine for her exemplary service to the City/County of San Francisco and her service to the Sunshine Ordinance Task Force.
