Supervisor of Public Records (City Attorney) annual review and report.

Fourth Annual Report of the Supervisor of Records submitted by Deputy City Attorney Paul Zarefsky. Report accepted.

   

3.

Report from Compliance & Amendments Committee (Richard Knee)

 

Committee Chair Richard Knee reported on the meeting of November 8 and November 12. Committee Chair Knee reported Complainant Peter Witt appeared before the Compliance & Amendments Committee reporting violations of the Order of Determination of November 26, 2002 against the Taxi Commission.

Complainant Peter Witt addressed the Task Force requesting the Task Force reconsider his Order of Determination of November 26, 2002 regarding his complaint against the Taxi Commission regarding alleged public comment violations. The Task Force reviewed the Taxi Commission meeting of August 12, 2003 regarding this issue.

Motion introduced to set a public hearing to determine whether or not the Order of Determination has been violated by the Taxi Commission. (Comstock/Knee) (Ayes: Comstock, Knee) (Noes: Dogwill, Sterner, Jenkins, Parker, Nickliss) (Absent: Brugmann, Mehra, Cauthen, Williams) The motion failed.

Report from Complaint Committee.

Chair Jenkins reported on the meeting of November 12, 2003.

Jurisdiction of complaint of Katherine Roberts against the Golden Gate Park Concourse Authority for alleged failure to provide records for a public hearing.

Public hearing, complaint of Katherine Roberts against the Golden Gate Park Concourse Authority for alleged failure to provide records for a public hearing.

Complainant Katherine Roberts addressed the Task Force in support of her complaint. Chris Duterstat addressed the Task Force in support of the Complainant’s complaint.

Mike Ellsey and Julia Kay, Golden Gate Park Concourse Authority, addressed the Task Force in support of the Golden Gate Park Concourse Authority.

Motion adopted dismissing this complaint. (Sterner/Dogwill) (Ayes: Dogwill, Knee, Sterner, Comstock, Jenkins, Parker, Nickliss) (Noes: None) (Absent: Brugmann, Mehra, Cauthen, Williams)

Public hearing, complaint of Kristen Odlaug against the San Francisco Fire Department for alleged failure to provide records.

Kristen Odlaug addressed the Task Force in support of her complaint. John Darmanin and Ron Van Pool addressed the Task Force in support of the Complainant’s complaint.

Lorrie Kalos addressed the Task Force in support of the Fire Department.

Order of Determination adopted that the Sunshine Ordinance Task Force finds the San Francisco Fire Department in violation of Sunshine Ordinance Code Sections 67.21 and 67.25, providing of records, and the immediacy of response. (Comstock/Nickliss) (Ayes: Dogwill, Knee, Sterner, Comstock, Jenkins, Parker, Nickliss) (Noes: None) (Absent: Brugmann, Mehra, Cauthen, Williams)


The meeting adjourned at 6:25 p.m. due to lack of a quorum.

Public hearing, complaint of Daniel Boreen against the Fire Department for alleged failure to provide records. Continued to the next meeting.

Resolution requesting the City Attorney to designate a Deputy City Attorney to inventory records of Mayor’s Office for preservation as public records. Continued to the next meeting.
