Continued public hearing, complaint filed by John Darmanin against the SF Fire Commission for alleged denied public comment.

Motion to continue the hearing to July or August and that the Sunshine Ordinance Task Force asks the Board of Supervisors to compel the President of the Fire Commission Paul Conroy to attend the hearing. If President Conroy does not appear by August, the Commissioner Secretary is required to appear. (Cauthen/Parker)

Discussed on the possible amendments to the Sunshine Ordinance.

June 9, 2005.

Meeting cancelled, no report.

Discussed the time of future meetings.

Continued discussion of member or public making harassing or discriminatory comments at a public meeting.

Motion to send letter to the Mayor’s Office and the Department of Telecommunications and Information Services requesting their attendance at the full Task Force meeting pursuant to Section 6730(c) and that a copy of the letter is to be sent to the Board of Supervisors.

Discussion of Charter Amendment -Authorizing City departments, including the Board of Supervisors, to post notices on the department's web site rather than publishing them in the official newspaper.

Motion to recuse Member Craven, without objection.

Motion to urge the Board of Supervisor’s Rules Committee and subsequently the Board of Supervisors if sent to the full Board, not to place this Charter Amendment, particularly with respect to the posting and publication requirements, and request that there be further discussions with the Task Force and other interested parties prior to consideration of a Charter Amendment regarding notices. (Pilpel/Knee)

Discussion of Charter Amendment - Minimum qualifications for members of City bodies that oversee and administer election, campaign finance, lobbying, conflict of interest, open meeting and public records. (5 min) (discussion and possible action) (attachment)

Item taken out of order and heard after item #8.

Speaker: None

Because of the diverse backgrounds of Members of the Sunshine Ordinance Task Force and the difficulty of finding devoted experienced advocates of open government to serve on the body, the Sunshine Ordinance Task Force urges Members of the Board of Supervisor’s Rules Committee and subsequently, if moved to the full Board, urges Members of the Board of Supervisors to vote against the "Minimum Qualifications" Charter Amendment File No. 050925. And the Task Force urges the Rules Committee to exercise their existing ability to scrutinize applicants to Boards, Commissions and other bodies.
