Open discussion between the Sunshine Ordinance Task Force and the Community College District Board regarding the Sunshine Ordinance.

--Review of notes of joint meeting of September 30, 2003. No comments.
--City College Shared Governance and how it works.
Materials regarding shared governance system were distributed.
Items discussed:
- The Task Force and City College’s concern with the Sunshine Ordinance
- Policies related to shared governance (Document entitled "Adopted by SFCCD Board of Trustees (September 23, 1993) City College of San Francisco Shared Governance System (Revised on October 29, 1998));
- The College Governance Structures: the Collegial Governance System, College Advisory Governance System, and Budget and Planning Governance System; Authority, Responsibility and Process;
- How City College faculty and department meetings process fits into shared governance, the community college process, and the open meeting process;
- Shared Governance System and the level of student participation in the system;
- The Shared Governance Handbook 2003;
- Committee/Department meeting standards;
- The Academic Senate and Department Chairs’ responsibilities;
- Program Review System and availability of information to the public;
- Decision Support System;
- City College as a local agency different from the City and County.
Public comment from Maria Crispi interested in concerns of the campus.
--Discussion regarding Sections 67.3-67.6 of the Sunshine Ordinance. Items discussed:
- Dr. Ronald Lee’s February 26, 2003 letter to the Sunshine Ordinance and district responses to Sections 67.3-67.6;
- Federal and other types of grants information and administration available at the Research & Grants Office;
- General Contact for Records Requests;
- Meetings to be Open and Public
Future Agenda Items
- Sole source contracts as referenced in Dr. Lee’s February 26, 2003 letter, pages 6-7, Items 3), 4), and 5).
The Administrator would be sending all meeting attendees meeting information.
