Minutes

DATE: Monday, December 6, 1999
TIME: 4:00 pm
PLACE: City Hall, Room 82

1. Call to Order and Roll Call: The meeting was called to order at 4:15 p.m. Commissioners present: Chaz, Michael, Jewnbug. Staff: Jessica Smith.

2. Approval of the Agenda: Agenda was approved.

3. Public Comment: There was no public comment at this time.

4. Staff Report: No staff report.

5. New Business
A) Discussion and possible action re: Researching the departments under committee including: Municipal Railway (Muni), Planning Department, Redevelopment Agency, Mayor’s Office of Housing, Airport, Department of Parking and Traffic, Housing Authority, Mayor’s Office on Homelessness. Commissioners asked staff to being researching housing agencies and bodies within San Francisco.
B) Discussion and possible action re: Brainstorming projects for the committee. Jewnbug expressed interest in talking to homeless youth and finding out their needs; for example, SRO hotels do not have kitchen facilities, which is a public health and nutrition issue. Also, young people need transitional housing, not just temporary services, and when young people are not emancipated it can be difficult for them to get services. She wants to make sure young people know what resources are available and where to go. She suggested the Commission hold a forum on housing issues, outreach to young homeless and bring their issues to departments. Michael added that he is interested in pushing the Mayor to do more on the housing issue and working with the Board of Supervisors. Chaz suggested having a hearing like the Commission’s Budget hearing but for low-income families and young homeless people. We could invite department heads and housing non-profits, hear the needs of young people, departments can get feedback, and non-profits can hold politicians accountable. We could then use the information to write a resolution and bring it to the Board of Supervisors and particular Supervisors that are working on housing issues, and maybe even try to put something on the ballot regarding live-work lofts or some other issue. Commissioners then began to plan a possible hearing. They decided Michael would research a possible date, time, and location, and he would also make contact with each Supervisor to find out what housing issues they are already working on. Chaz will make a list of possible invitees, write an invitation letter, and make follow-up calls. Jewnbug will plan an outreach strategy and make necessary materials like flyers.
C) Discussion and possible action re: Setting next meeting’s Agenda. At the next meeting, each Commissioner will report back on their tasks.
