1. Call to Order
Meeting called to order at 5:06.

2. Approval of Agenda
Agenda approved.
3. New Business
A. Discussion and possible action re: Connect to Protect, Johanna Breyer.
Johanna Breyer of Connect to Protect gave a brief overview of the Connect to Protect program and explained that it is primarily a research project that looks at behaviors of young men who have sex with men. C2P works to create Structural Change Objectives. Structural change objectives vary from school based ones to neighborhood based ones.
Some organizations they are partnering with include: the National Sexual Resource Center, AHWG, New Leaf (primarily mental health services), and the Castro Country Club.
B. Discussion and possible action re: SF HIV Health Services Planning Council, Greg Zhovreboff.
Greg Zhovreboff of SF HIV Health Services Council spoke. He explained that the SF HIV Health Services Council is a mayoral commission, also under DPH, but separate from the HIV Prevention Planning Council. It also runs LIFE institute using the Shanti model for peer based access to care.
He explained that SF receives funds from HRSA Health Resources Service Administration (federal) which fall under HHS. Only 9 states in the entire country receive this funding. He explained that the Council has folks from government, health, and clients who are positive members of the SF community. The planning council puts together a binding document that lists priorities, ie: allocate $2million for mental health services. They also do a lot of need assessments.
An upcoming project is a community needs assessment, with a focus this year on Stigma. Report back scheduled for august. There will be a list of questions, which he will send later for committee review.
If interested, the Planning Council meets at 25 Van Ness 3rd Monday of month 4:30-7:30pm.
4. Unfinished Business
A. Discussion and possible action re: GLBT Resolution and statement by Commissioner Castaing.
Christian discussed minor changes to the resolution and some of the discussions he had at the HRC LGBT mtg. He is also sharing the resolution with the SAC and student delegates. Johanna Breyer will also review the resolution and provide feedback.
B. Discussion and possible action re: City Budget priorities
Commissioners reviewed budget needs and highlighted Healthy SF and access to care as well as mental health services. Information will be gathered for the ad-hoc budget committee meeting.
