1. Call to Order and Roll Call

Vice Chair Ontiveros called the meeting to order at 3:38pm. Commissioners present: Ontiveros, LaCroix. Student Advisory Council member present: Lin. Members present: Mejia. Staff present: Truong. Commissioners absent: Zukerman, Yang. Members absent: Lee.

2. Approval of Minutes (Action Item)

A. Wednesday, September 14, 2011

Commissioner LaCroix, seconded by Lin moved to approve the minutes of September 14, 2011. The motion was approved unanimously by acclamation.

B. Wednesday, September 21, 2011

Commissioner LaCroix, seconded by Ontiveros moved to approve the minutes of September 21, 2011. The motion was approved unanimously by acclamation.

3. Approval of Agenda (Action Item)

Commissioner LaCroix, seconded by Ontiveros moved to approve the agenda. The motion was approved unanimously by acclamation.

5. Business (All Items to Follow Discussion and Possible Action)


A. Update on Immigrant Youth Summit: Resource Fair and moderators confirmations, new agenda, and timeline.

Vice Chair Ontiveros asked for an update on the status of the resource fair and confirmation of moderators for the breakout sessions of the Immigrant Youth Summit.

Staff Truong shared information on the confirmed organizations tabling at the Resource Fair, they include: the Youth Commission, Student Advisory Council, Community Youth Center, Vietnamese Youth Development Center, and Arriba Juntos. Truong collected more information on people to contact for breakout session. Truong also updated committee members on the changes made to the timeline and agenda of the summit. The Immigrant Youth Summit will now take place from 10:15am-4:30pm, students would have to fill out permission slips and 9 buses will be picking up students from the following 9 high schools: Galileo, Lincoln, Washington, Thurgood Marshall, SF International, Mission, Balboa, Burton, and International Studies Academy; based on data and input from committee members, these are the schools with the highest proportion of English Language learners.

Committee members then looked over the updated agenda and asked clarifying questions on which break out session workshops still needed moderators. Members discussed how the small group discussions would take place and had a thoughtful conversation on questions to survey students, start small group discussions, as well as discussed different ways of following up with the attendees after the event.

Student Advisory Council member Lin asked about the relevancy of a violence prevention workshop at the summit. Lin stated that she would like all the moderators lead discussions that directly target immigrant youth, and not discuss the topics in a general way.

Staff Truong shared that the list of break out themes has been finalized based on discussions with committee members in past meetings.

Mejia also stated that the issue of violence is prevalent in all immigrant communities and the publicity of it is often different depending on cultural backgrounds. Mejia emphasized to his colleagues that a violence prevention workshop is definitely needed for young immigrant students.

Chair Yang arrived to the committee meeting at 4:17pm.

Chair Yang also shared information on confirmed speakers.

Committee members then had a vigorous discussion on students only being allowed to attend one break out session when the summit has been extended. After debating to see if it would at all be possible to find room for students to have the option of attending a second break out session, members agreed that this would be the first summit they are helping to put on and that a quality workshop for the immigrant students is better than trying to squeeze in two short sessions for each student. Chair Yang also noted the importance of having city officials and guest speakers as it symbolizes support from adults to the young immigrant community.

Staff Truong also noted the difficulties of switching around moderators and guest speakers time schedules.

Committee members were very excited and are committed to helping out with the clean up, set up, and preparation in the weeks leading up to the event.

Ontiveros left the meeting at 4:29PM to attend the Youth Justice Issues committee meeting that was taking place after the Youth Immigration committee meeting.

B. IYS Student Intake Form

Committee members looked over the sample student intake form.

Commissioner LaCroix made suggestions to the formatting of the intake form. Members agreed that the intake form is youth and user friendly.

C. October 6, 2011- Presentation at Principal’s meeting at Balboa High School, 8:30am

Staff Truong updated members on the preparation and materials that would be handed out to principals on October 6th. Mario Yedidia and Phimy Truong, Youth Commission staff, Danielle Lam, Office of Civic Engagement and Immigrant Affairs staff, and Florence Corteza, intern to the Mayor’s Education Advisor would all be attending the principals meeting. Youth Commission staff would be giving the 10 minute presentation and collect contact information from principals interested in supporting this event.

D. Next Steps

Committee members discussed raffle prizes options. Members also agreed to email staff their time of availability in the coming weeks. Members will be contacted by staff for input on surveys, small group discussion questions, and summit preparation.

6. Adjournment

Chair Yang adjourned the meeting at 4:46pm.
