1. Call to Order and Roll Call

Committee Chair Yang called the meeting to order at 3:30p.m. There was quorum. Commissioners present: Rene Ontiveros, Happy Yang. Members present: Jose-Luis Mejia, Carlos Rios. Members absent: Elizabeth Lee, Jeanette Vasquez. Staff present: Truong.

2. Approval of Agenda (Action Item)

Commissioner Yang, seconded by Commissioner Ontiveros moved to approve the agenda. The motion was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

A. Wednesday, October 19, 2011

Commissioner Ontiveros, seconded by Commissioner Yang moved to approve the minutes of October 19th, 2011. The motion was approved unanimously by acclamation.

B. Wednesday, October 26, 2011

Commissioner Ontiveros, seconded by Commissioner Yang moved to approve the minuets of October 26th, 2011. The motion was approved unanimously by acclamation.

C. Wednesday, November 9, 2011
Commissioner Ontiveros, seconded by Commissioner Yang moved to approve the minutes of November 9th, 2011. The motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

Commissioner Yang asked Peter Lauterborn, Youth Vote Coordinator at the Department of Children, Youth, and their Families to present Youth Vote data as they relate to English language learners at the San Francisco Unified School District.

Mr. Lauterborn started the presentation by providing information on English language learners compared to non-English language learners. He then guided committee members through www.yefsf.org/youthvote Youth Vote’s data online, and how to filter results based on different criteria and categories. Committee members asked questions and thanked Mr. Lauterborn for his time.

A. Presentation to the B. of Education Debrief

Committee Chair Yang updated committee members on her presentation at the Board of Education meeting on November 15th, 2011. Commissioner Yang shared that the Board was excited to hear more from the Youth Immigration Committee and get a more thorough and detailed data analysis from the student surveys passed out at the Immigrant Youth Summit. Committee members discussed what to present to the Board of Education again in 2012 that will tie in with the committee’s policy priorities.

B. IYS Student Survey

Committee members looked over the surveys and discussed ways to make the 59 student surveys collected useful for the committee to work on. There were a total of 99 students attending the summit, however two schools left the summit early and only 59 student surveys were returned to the committee.

Committee member Jose-Luis stated that it is still important to look through the surveys the committee has and still work on how to make the survey answers useful and beneficial. Commissioner Yang stated the importance of continuing on with the work of the committee. Members brainstormed different ways to reach out and work on student surveys. Commissioner Yang asked Ms. Truong to print out all survey data results including qualitative answers .

C. FY 2011-2012 Policy Priorities

Members discussed the following priorities to work on in the new year:
*look into employment opportunities for undocumented youth (legal, legitimate employment for all undocumented youth)
*more education on the Dream Act, financial aid, for undocumented youth
*there is a small percentage of immigrant youth interested in city government and resources; how do we work on connecting immigrant youth to city government?
*SF is a sanctuary city, can we work on how to make SF more than a sanctuary city?
*legal clinics to support immigrant youth and famillies

6. Adjournment

The meeting was adjourned at 4:59 p.m.
