1. Call to Order
Chair LaCroix called the meeting to order at 5:09.
Commissioners present: LaCroix, Marshall-Fricker, Quintero, Quesada plus non—committee members commissioners Liang and A. Chan.
Staff present: Mario Yedidia.

2. Approval of Agenda (Action Item)
Marshall-Fricker moved to approve the agenda, seconded by Quesada. The agenda was approved unanimously by acclamation.

2. Approval of Minutes (Action Item)
Commissioner Quesada moved to approve the minutes, seconded by commissioner Marshall-Fricker. The minutes to the committee meetings of were approved unanimously by acclamation.

3. Public Comment on Items not on Agenda
There was none.

5. Business
A. Discussion and Possible Action: Assuring the implementation of Youth Commission Budget Priorities for Fiscal Year 2010-2011, especially the Youth Lifeline
Commissioners discussed drafting letter to Board of Supervisors, MTA and Human Services Agency to adopt the policy that adults who qualify for the Youth Lifeline be allowed to purchase a Youth Lifeline fast pass for their children.
B. Discussion and Possible Action: Department of Children, Youth and Their Families’ budget for Fiscal Year 2010-2011. What is the Children's Fund? What is the General Fund? How is DCYF getting cut compared to other departments?

Staff member Mario Yedidia led the commissioners through a broad, low-level explanation of the City’s revenues and expenditures; he explained the Children’s Fund and Children’s Baseline and walked through the text of Charter section 16.108.

Commissioners discussed the mixed General Fund and Children’s Fund allocations to the Department of Children, Youth and Their Families. No official action was taken.

C. Discussion and Possible Action: Legislation referred from the Board of Supervisors:
File no. 100508 [Motion directing the Budget and Legislative Analyst to audit the Department of Children, Youth and Their Families]; and
File no. 100543 [Requesting the Controller’s Office to Conduct a Review and Analysis of the Funding Recommendations of the Department of Children, Youth and Their Families for FY2010-2011 through FY2012-2013]

Commissioners read both of these items aloud and had a very general discussion about what an audit motion and controller’s report consist of.
D. Discussion and Possible Action: Follow-up regarding Library Users Association’s Concerns on Interim Library Service
Commissioners decided that the Library Users Association’s compelling concerns about the lack of full interim library service at branch libraries currently under renovation should be supplemented by a presentation on this issue—and, especially, other Library issues related to young people—by Library administrators.
Commissioner Quesada stated that he and Commissioner Jones may well take up this issue as they learn more.
No official action was taken.

6. Adjournment
Chair LaCroix adjourned the meeting at 6:34.
