1. Call to Order

Chair LaCroix called the meeting to order at 5:35pm.
Commissioners present: LaCroix, Marshall-Fricker, Quintero, Liang
Staff present: Mario Yedidia

2. Approval of Agenda (Action Item)

Commissioner Quintero motioned to approve the agenda, seconded by commissioner Marshall-Fricker. The agenda was approved unanimously by acclamation.

3. Approval of Minutes (Action Item)

This item was tabled.

4. Public Comment on Items not on Agenda

There was none.

5. Business

A. Discussion and Possible Action: Studying the Mayor’s Proposed Budget for FY 10-11, especially in regards to the Youth Commission’s Budget Priorities

Commissioners looked at the budgets of the Recreation and Parks Department and Municipal Transportation Agency. No action was taken.

B. Discussion and Possible Action: Proposed charter amendment file no. 100636 [San Francisco Municipal Transportation Agency—Appointments Policy and Other Procedures] (Supervisor Campos; Mirkarimi, Chiu and Mar)

Commissioners discussed this proposed charter amendment, which would substantially change the appointment process to the Board of Directors that governs MUNI, right of way concerns and San Francisco’s taxicab industry.

Commissioners were most divided as to whether or not splitting appointments between the Mayor and the Board of Supervisors was beneficial. Nonetheless, commissioners agreed that it might be beneficial for San Francisco’s many MUNI-riding young people for the charter amendment to stipulate that a member of the Board of Directors be either a young person or especially attuned to the needs of young people.

C. Discussion and Possible Action: Park Merced Redevelopment Project and MUNI’s Transit Effectiveness Project

This item was tabled.

D. Discussion and Possible Action: Update on possible resolution regarding youth and San Francisco Public Library

This item was tabled.

6. Adjournment

The meeting was adjourned at 7:27pm.
