1. Call to Order and Roll Call

The meeting was called to order at 4:35pm. Committee members present: Baer, Chan, LaCroix, Marshall-Fricker, Tu Mutch, Zhang.

2. Approval of Agenda (Action Item)

Commissioner LaCroix, seconded by Commissioner Tu Mutch, moved to approve the day’s agenda. This motion was approved unanimously by acclamation.

3. Approval of Minutes

A. September 21, 2011

Commissioner LaCroix, seconded by commissioner Chan, moved to approve the minutes to the meeting of September 21, 2011. This motion was approved unanimously by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There was none.

5. Business (All Items to Follow Discussion and Possible Action)

Peter Lauterborn, the Department of Children, Youth and Their Families Youth Vote Coordinator and DCYF Outreach Assistant, presented committee members with data from the most recent iteration of Youth Vote regarding transportation, housing and recreation issues. Committee members discussed the data, and agreed to follow up on thinking through the data going forward.

B. Study, discussion and work on other policy priorities, including the City’s Housing Plan for Transitional Age Youth; creating a single, user-friendly, constantly-updated City-wide database on youth services; and MUNI affordability work

Commissioners Tu Mutch and Chan provided their colleagues with an update on efforts to implement Chapter 12N of the Administrative Code.

Commissioner LaCroix provided her colleagues with background regarding the City’s plan to provide more affordable housing to disconnected Transitional Age Youth (TAY), and the background of the Youth Commission’s advocacy regarding this issue stretching back to a resolution in 2005 and the Mayor’s Transitional Youth Task Force.

Committee members discussed yesterday’s meeting of the SFMTA Board and the question of making MUNI free for all youth. Committee members discussed the importance of pressing on in their advocacy, and perhaps writing a letter to the regional Metropolitan Transportation Commission; they agreed to, at future meetings, explore issues related to Recreation and Parks, including turf fields, hours of operation at recreation centers, and the like.

Committee members reminded one another that their next meeting would be Wednesday, November 9.

6. Adjournment

The meeting was adjourned at 6:18pm.
