1. Call to Order and Roll Call

The meeting was called to order at 4:36pm. Committee members present: Commissioner Brodwin, Commissioner LaCroix, Commissioner Marshall-Fricker, Commissioner Tu Mutch, Student Delegate & Student Advisory Council Member Zhang. Public present: Allison Cohen (Project Manager, Transitional Age Youth Initiative—San Francisco), Jose-Luis Mejia (Young Adult Advocate, Transitional Age Youth Initiative—San Francisco). Committee members tardy: Commissioner Baer. Staff present: Yedidia, Truong.

2. Approval of Agenda (Action Item)

Commissioner Brodwin, seconded by Commissioner LaCroix moved to approve the day’s agenda. This motion was approved unanimously by acclamation.

B. Presentation on Community Opportunity Fund
Presenter: Jacob Gilchrist, Project Manager, Capital Division, San Francisco Recreation and Park Department

Mr. Gilchrist walked committee members through the existence of the Community Opportunity Fund, which is part of the part of the 2008 Clean and Safe Neighborhood Parks General Obligation Bond, and gives neighborhoods, community groups, and park lovers an opportunity to propose capital improvement projects in local parks. A seven-member project selection committee reviews community proposals for these improvements and recommends to the Recreation and Parks commission which proposals should receive funding. Mr. Gilchrist told committee members that the Youth Commission had recommended an individual to serve as the youth representative on the seven-member project selection committee last year, and he would like the Youth Commission to do so again.

Committee members asked some clarifying questions, thanked Mr. Gilchrist for his time and presentation, and committed to doing some outreach and soliciting some high-quality applicants to the project selection committee youth position by February 1, 2012.

A. Revising, editing and finalizing resolution 1112—03—Making TAY a Priority Population

Committee members joined with TAY-SF staff Allison Cohen and Jose-Luis Mejia to revise the drafted resolution; they crafted a new outline and committed to adding many new clauses—including, but not limited to, clauses regarding the moral obligation to prioritize the most vulnerable TAY, to define TAY (as system-involved, parents, immigrants, and otherwise stated in the original 2007 TYTF report).

It was agreed that this resolution would be brought to a final vote at the next Youth Commission meeting of January 9, 2012.

C. Updates on 12N work, housing work, and free MUNI for youth campaign

Commissioner Tu Mutch stated that she was in the process of helping a committee of City employees and LGBTQ community members craft a training movie in the service of fulfilling chapter 12N of the City’s Administrative Code, which calls for regular training of City employees and nonprofit contractors who work with youth on issues of LGBTQ sensitivity.

Commissioner Brodwin and TAY-SF staff Allison Cohen and Jose-Luis Mejia told commissioners about TAY-SF’s project of putting together and youth- and provider-driven data base that would provide disconnected TAY with a single clearinghouse of easy-to-navigate resources.

Commissioner Tu Mutch also encouraged commissioners to read the articles on housing and homelessness that staff had printed out regarding the Mayor and Human Services Agency recent commitment to providing $3 million dollars to helping get some 200 families into vacant Housing Authority Apartments and on a rental subsidy program by January 1, 2012.

Staff Yedidia updated committee members on the free MUNI for youth campaign, alerting everyone present to the fact that a number of critical votes at the San Francisco County Transportation Authority and Metropolitan Transportation Commission would happen sometime in February. The most important meetings for Youth Commissioners to make their voices heard, however, will be the January 17 and February 7 Municipal Transportation Agency Board of Directors meetings. A 1-pager on social media and the Youth Commission’s new Tumblr site—www.freemuniforyouth.tumblr.com—was passed around.

The meeting was adjourned at 6:34pm.
