LGBTQQ Youth Task Force

- Approval of Minutes from October 14, 1998: Seconded and approved.
- Old Business
- Draft Legislation: Legislation amending the Administrative Code was forwarded back to us by the City Attorney’s office. The requested change to include protection for retaliation and association was not made. After discussions with the Human Rights Commission the City Attorney as well as Larry Brinkin felt that such a change would greatly increase the power of the HRC and increase the responsibilities of the HRC as well. With that in mind they believed it would be best for this change in the Administrative Code to come from the HRC. The change we are considering will include only actual or perceived sexual orientation not retaliation and association.
- Working Groups: Members confirmed their commitments to working groups they have signed up for. No further changes were necessary.
- New Business
- Working Group Reports: No reports we given at this time.
- Role and Purpose of regular meetings: Task Force members discussed the purpose of our regular meetings and decided for the sake of time regular meetings should include time for the working groups to meet as well as time for the group as a whole to meet and discuss any obstacles or achievements. The meetings will be structured as follows: Procedural business (minutes, agendas, new business), working group meetings for bulk of time and then time at the end of meeting for working groups to report back to Task Force as a whole. Members who have a soft commitment to a working group should give first priority to their hard commitment but should be able to join other working group meetings if their feedback is needed.
- Working Group Reports: Working groups were asked to review feedback that was received from the nonvoting members regarding the recommendations and to focus on those recommendations that the nonvoting member indicated they had completed or were in the process of completing.
- Announcements
- Public Comment: Kent Khounsombath stated that trainings for the working groups, on the different City Departments would be helpful. Bryan Kutner requested that we follow up on this comment and schedule trainings with Department of Public Health, Department of Human Services, Mayor’s Office of Children Youth and their Families, San Francisco Unified School District, Police Department and Youth Guidance Center.
- Adjournment: The meeting was adjourned at 8:07 p.m.
Bryan Kutner moved to approve legislation as written and forward to Board of Supervisors, no objections, approved. Lena Turner will approach Supervisor Katz’s office, Gina DeVries will approach Tom Ammiano’s office, Lena Turner will approach Gavin Newson’s office and Oren Slozberg will approach Mark Leno’s office. The Human Rights Commission will be asked to develop a one page information sheet to brief the Supervisors on this legislation.
Juvenile Justice: Went through all the recommendations that said they were completed and discussed next steps to confirm that those recommendations are completed. They felt that focus groups, with youth who have been in the system would be a good idea.
Health and Mental Health: Got through all YES’s. They will call DPH, DHS and MOCYF for organization charts and to ask questions so they can better understand how these departments work. Will try and work with HIFY working group that deals with Health and Mental Health.
Youth Services: Will call MOCYF to obtain of list of which agencies are included in Queer Youth funding numbers. Will call Recreation and Parks, Mayor’s Office of Community Development as well to determine where they are spending money on Queer Youth.
Youth and Schools: They attached their surveys to the tracking form that was handed out so that all feedback can be entered into Database we will create to track recommendations. Want to develop a survey for teachers and one for students to find out if recommendations are being implements in Middle and High Schools. Will work to develop contacts in the Elementary Schools. Would like to hold focus groups in January with Queer Youth. Look into establishing sites on PlanetOut and Insight Chat room to get Internet feedback about San Francisco Schools. Will look into working with Queer Youth Training Collaborative and Elementary Health Teams.
Lawrence Ozoa announced that the Dimensions Queer Youth Clinic is offering a peer health education series starting November 5th. The first session will discuss piercings and tattoos.
Meg Rothman announced the Youth Skate Night, 10.28.98 at the Rolladium, San Mateo.
